港航协同船舶安全管理机制探讨毕业论文

摘 要

航运业作为交通领域和国民经济的重要组成部分,加之全过程风险较高,安全管理至关重要。船舶与港口作为交集工作众多,拥有共同目标,处于同一价值链的两个子系统,协同起来更有利于发挥优势,提高效率,保障安全管理事项运行。

依据协同的普遍含义,协同作用、自组织过程及序参量对于协同的影响,再结合航运业实际,二者形成互相信任、互为主体、柔性边界、信息资源整合共享的协同工作模式,形成港口及船舶拥有协同安全意识理念,制定协同安全管理规范,主动承担管理责任任务的理论框架。

通过罗萨里奥港J码头断缆事故分析其安全管理机制缺陷,并以此作为参考,构建设施适配、人员适任、技术适用,应急机制、风险评估、事故分析、绩效考核、互查反馈与评价机制并行的安全管理机制,组成清晰,流程明确。

将构建的港航协同船舶安全管理机制应用到事故中,发现机制可大大降低事故损失和事故发生概率,有效可行。

Abstract

As an important part of the transportation field and the national economy, the shipping industry has high risks in the whole process, so safety management is very important. As two subsystems with many overlapping tasks, common goals and the same value chain, ships and port are more conducive to giving full play to their advantages, improving efficiency and ensuring the operation of safety management matters.

According to the general meaning of synergy, the influence of synergy, self-organization process and order parameters on synergy, combined with the reality of shipping industry, the two sides form a cooperative working mode of mutual trust, mutual subjectivity, flexible boundary,integration and sharing of information and resources. To form a theoretical framework for ports and ships to have the concept of cooperative safety awareness, formulate cooperative safety management standards, and take the initiative to assume management responsibilities.

Through analyzing the defects of the safety management mechanism of Rosario Port J terminal cable breakage accident, and take it as a reference, a safety management mechanism which is suitable for facilities, personnel, technology and with parallel emergency mechanism, risk assessment, accident analysis, performance assessment, mutual check and evaluation mechanism is established.It has a clear composition and clear process.

Applying the constructed port and shipping cooperative ship safety management mechanism to it, the discovery mechanism can greatly reduce the accident loss and accident probability, and is effective and feasible.
