摘 要

新型冠状状病毒在全世界肆虐传播，对世界的经济贸易交流产生了巨大影响。各国在这段时间里经济都产生了巨大的下滑，因此各国的大多数行业都正遭受着巨大的损失。而航海业作为世界贸易的基石，更是遭遇着严峻寒冬。各国贸易交流频率急速减少，各国都开始管控各自的港口贸易，限制其他国家的船舶停靠，这对海洋运输带来了巨大的灾难。我国在此次疫情期间受疫情的影响我国对外贸易1-2月内呈现两位数的下跌，国内大量企业，工厂停工，出口贸易暴跌17.2%，我们国家的上海、广州、宁波、舟山、天津、厦门等全国八大港口集装箱量同比下滑19.8%，全国进出境船舶仅为54256艘次，下滑了20.2%。同时作为海洋运输的细化区分的船员劳务市场来说，航运业的减产就意味着大量的船员将失去工作的机会，没有了可工作的船舶，多余的船员就不得不转投其他行业。并且作为即将参与工作的航海储备人员来说，也将不得不考虑就业的方向。

本文在理论分析的基础上，结合WTO和交通运输部的最新统计数据以及各国目前采取的防疫措施，统计分析中国对外贸易和国内外船员劳务市场的现状，分类讨论和研究疫情对船员劳务市场的影响，用疫情前后数据变化趋势进行分析，并结合世卫组织前几次宣布的PHEIC情况进行类比分析，对分析疫情对船员劳务市场的影响和我国如何采取应对措施有较高的借鉴价值。

与其他文章相比，本文的创新点即为本文不仅分析新冠疫情对国内外船员劳务市场的影响，同时分析研究国内外的船员劳务市场如何利用疫情窗口期抓住机遇抢占市场，将危及转化为机遇，改善疫情对国内船员劳务市场的消极影响。

Abstract

Novel coronavirus is spreading all over the world and has a great impact on world trade and economic cooperation，Most industries in each country are suffering huge losses because their economies have suffered huge declines during this period. As the cornerstone of world trade, navigation industry is facing a severe winter. The frequency of trade exchanges among countries is rapidly decreasing, and each country starts to regulate its own port trade and restrict the berthing of ships from other countries, which brings huge disaster to ocean transportation. During the outbreak in China is affected by outbreaks in China's foreign trade show double-digit decline, 1 to 2 months a lot of domestic enterprises, factories, exports fell 17.2%, Shanghai, guangzhou, ningbo, zhoushan, tianjin, xiamen, such as the eight port container volume fell 19.8% year-on-year, the national inbound and outbound vessels only 54256 ships, fell 20.2% year on year [1].
