摘 要

在信息时代，助航工具的智能化、信息化受到行业内的广泛重视，虚拟航标技术也就应运而生。虚拟航标的地位随着电子航海（E-Navigation）理论的提出和发展变得愈发重要。当前，虚拟航标还不是一个独立的系统，其应用还依附于传统航标体系，是作为传统航标体系的补充。作为保障航行的工具，航标在具体设备方面有了不少进步，但在虚拟航标的整体性综合性应用方面还存在提升的空间。因此，研究我国的虚拟航标设置条件和应用范围将可能引起现有助航体系的革命。

针对虚拟航标在设置和应用方面存在的问题，并与虚拟航标应用实际相结合，本文通过虚拟航标技术与其应用特点入手分析实际问题。首先，本文通过分析虚拟航标技术及与其他技术的关系，构建虚拟航标的基本概念体系。并将分析虚拟航标与实体航标、数字航标、电子航道图、雷达、AIS等系统的基本关系。

其次，本文将通过研究虚拟航标技术在国内外的应用现状来探讨虚拟航标的应用范围和具体使用情况。将虚拟航标的沿海和内河的应用情况进行分析，分别提出应用建议。

最后，通过以上对虚拟航标的分析，针对我国的虚拟航标设置与应用情况，分析问题，得出结论。本文将就我国沿海和内河的虚拟航标设置及应用条件提出建议。

Abstract

In the information age, the intelligent and information technology of AIDS to navigation has been widely valued in the industry, and the virtual AtoN technology has emerged. With the development of e-navigation theory, the position of virtual navigation mark becomes more and more important. At present, virtual AtoN is not an independent system, its application is also attached to the traditional AtoN system, as a supplement to the traditional aids to navigation system.As a tool to ensure navigation, the AtoN has made a lot of progress in specific equipment, but there is still room for improvement in the integrated application of virtual AtoN. Therefore, the research on the setting conditions and application scope of virtual AtoN in China may lead to the revolution of existing AtoN.

In view of the problems existing in the setting and application of virtual AtoN, and in combination with the actual application of virtual AtoN, this paper analyzes the actual problems through the virtual AtoN technology and its application characteristics. First of all, this paper constructs the basic concept system of virtual AtoN by analyzing the relationship between virtual AtoN and other technologies. The basic relationship between virtual navigation mark and entity navigation mark, digital navigation mark, electronic navigation chart, radar, AIS and other systems will be analyzed.

Secondly, this paper will discuss the application scope and specific application of virtual AtoN by studying the application status of virtual AtoN at home and abroad. The application of virtual navigation mark in coastal and freshwater is analyzed, and the application suggestions are put forward respectively.

Finally, through the above analysis of virtual AtoN, according to the setting and application of virtual AtoN in China, the paper analyzes the problems and draws a conclusion. Some suggestions on the setting and application of virtual navigation AtoN in coastal and freshwater are put forward.

第一章 绪论

1.1 研究的目的

航标是一种保障船舶通行安全和提高通行效率，在船舶之外进行运营的一种器件或系统。航标系统在保障海上交通运输效率、维持航行安全和进行经济航行的必要辅助设备，它是海上交通安全保障体系和助航体系的重要组成部分，对发展水上交通运输，支持海洋开发、渔业捕捞、国防建设和维护国家主权均起着重要作用。在航标中，视觉标志如灯塔、灯浮、灯船等设备的维护比较困难，因此我国的航标主管部门一直希望研制一套操作便捷、保养方便的航标系统。虚拟航标结合了网络、计算机、卫星导航定位等信息技术，从而使得海事主管部门能够快速发布导航信息，这套系统提高了信息的利用率和传递速率，减少了维护成本，提高了导航系统运行效率，促进航标管理维护的科学化。近些年来无人驾驶技术越来越受重视，虚拟航标技术在一定程度上就是响应了无人化船舶的发展趋势。通过研究虚拟航标的设置条件和应用范围，结合我国沿海和内河实际情况，提出详细的虚拟航标的设置情形和应用建议，以更大程度发挥虚拟航标的作用。在接下来的研究中，如何将虚拟航标与传统航标有机结合，是一个重要的方向。因此，本论文研究我国的虚拟航标设置与应用范围是非常有益和必要的。
