摘 要

我国的海事主管部门对船舶安全检查工作的考核主要针对的是检查数量指标，导致对基层海事机构安检工作的评价结果较片面，不利于引导基层海事队伍的长远发展建设和更好的发挥安检工作在保障航行安全及维护水域环境的作用。针对国内这一现状，本文采用问卷调查法，发放船舶安全检查质量影响因素打分表和船舶安全检查指标权重分配表，问卷结果说明影响船舶安全检查工作质量的主要因素为安检员专业能力、安检装备、检查总数、检查覆盖率、重点船舶检查覆盖率、检查项目覆盖率、查处缺陷数、安检船舶合格率、船方评价和船检机构评价，权重依次为0.05、0.04、0.10、0.13、0.12、0.08、0.15、0.18、0.09、0.06。在此基础上建立了一套综合考虑安检能力、安检成效和外部评价三个因素的船舶安全检查指标体系，可为海事主管部门对安检工作的考核提供科学标准。

论文主要研究影响船舶安全检查工作质量的各种因素，特别是检查覆盖率、查处缺陷数及安检船舶合格率3项指标因素，完成船舶安全检查指标体系评价要素和评价指标的选取。

本文的特色是将安检能力纳入船舶安全检查指标体系，这是现有关于船舶安全检查评价体系的研究没有涉及到的一点。

Abstract

China's maritime authorities is mainly aimed at the number of inspection to accomplish the ship safety inspection assessment work，Resulting in the evaluation results of grassroots maritime mechanism ship safety inspection work is too one-sided to guide the grassroots maritime team's long-term development and construction and play the role of ship safety inspection in ensuring the safety of navigation and maintaining the water environment better. Anting the domestic situation，this paper use questionnaire survey，send ship safety check quality impact factor scoring schedule and ship safety inspection index weight distribution table. The results of the questionnaire show that the main factors influencing the quality of the ship's safety inspection work are the professional capacity of the security personnel、the safety inspection equipment、the total inspection、the inspection coverage、 the coverage of the key ship inspection、the coverage of the inspection items、the number of defects、security ship qualified rate、the ship side evaluation and inspection agencies assessment，the weights coefficient are in the order of 0.05、0.04,、0.10,、0.13,、0.12,、0.08、0.15、0.18、0.09、0.06. On this basis，establish a set of ship safety inspection index system which considers three factors that including security check ability, security check performance and external evaluation synthetically. Provide scientific standards for the assessment and evaluation of ship safety inspection work.

This paper mainly studies the various factors that affect the quality of the ship's safety inspection work especially three indicators of the inspection coverage, the number of defects and security ship qualified rate to complete the selection of the evaluation factors and evaluation indexes of the ship's safety inspection work.

This paper is characterized by the security capability included into the ship safety inspection index system. This is a point that is not relevant to the existing study on the ship safety inspection evaluation system.

第1章 绪论

1.1 研究背景

船舶安全检查是海事部门为维护水上交通安全而对船舶实施监督管理的一项日常工作。“船舶安全检查可分为船旗国监督(Flag state Control)和港口国监督(Port State Control)。船旗国监督是指对中国籍船舶实施的船舶安全检查；港口国监督是指对航行、停泊、作业于我国港口、内水和领海的外国籍船舶实施的船舶安全检查。船舶安全检查，是指海事管理机构按照规定的程序，对船舶技术状况、船员配备及适任状况等进行监督检查，以督促船舶、船员、船舶所有人、经营人、管理人以及船舶检验机构、发证机构、认可组织等有效执行我国法律、行政法规、规章，船舶法定检验技术规范，以及我国缔结、加入的有关国际公约的规定”^[1]。船舶安全检査作为我国海事部门最重要的执法手段之一，是体现海事监管要求的最直接手段、体现海事核心价值的关键环节，在保障水上船舶航行安全、防止水域环境污染方面发挥了十分重要的作用。

基层船舶安全检查工作一直受到海事主管部门的高度重视，但随着近年来我国航运业的快速发展、全社会对安全生产的高度重视、全面正确履职和加强事中事后监管等海事监管理念的转变，对船舶安全检查工作提出了更高要求。建立起一套科学的全面的船舶安全检查考核指标体系，可以明确船舶安全检查工作的目标和重点，引导船舶安全检查工作提高质量和效率，全面提高我国船舶安检的业务水平。
