摘 要

城市中的化工企业随着城市的发展逐渐搬离城市中心，遗留下大量污染场地，对周边环境和人体都存在着很大的潜在威胁。近年来，国家对污染场地的管理越发重视，相关的标准规范和法律法规相继出台，公众的关注程度也有所提高。本次调查在对场地资料的收集基础上，根据相关标准规范和导则的要求，并查阅大量相关文献，进行初步调查和详细调查采样方案的设计，包括采样布点、采样深度和检测指标等的确定。之后的按照国家相关标准对所得检测数据进行分析，对地块污染状况做出判断。经分析，该地块部分采样点位的总石油烃浓度超过风险筛选值，但地块所有采样点位污染物浓度均小于风险管制值。因此，从严格环保要求角度，在该地块的后续开发利用过程中，建议对该地块采取风险评估，明确污染风险水平，并在此基础上判断是否需要开展地块的污染修复工作。

Investigation on Soil Pollution Status of Lot Ⅱ in Taixing Economic Development Zone

Abstract

With the development of the city, the chemical companies in the city are gradually away from the city center, leaving many contaminated sites, posing a huge potential threat to the surrounding environment and human body. In recent years, the government has paid more and more attention to the management of contaminated sites, issue relevant standards and regulations, and the public has become more and more concerned. This survey is based on field data collected in accordance with relevant standards, and consults a large number of relevant documents to conduct a preliminary survey and detailed investigation of the design of the sampling plan, including sampling layout, sampling depth and detection indicators, etc. determine. After that, the obtained test data is analyzed according to the relevant national standards to make judgments on the pollution status of the land. After analysis, the total petroleum hydrocarbon concentration at some sampling points of the plot exceeds the risk screening value, but the pollutant concentration at all sampling points of the plot is less than the risk control value. Therefore, from the perspective of strict environmental protection requirements, in the subsequent development and utilization of the plot, it is recommended to take a risk assessment of the plot, clarify the pollution risk level, and on this basis, determine whether it is necessary to carry out the pollution restoration of the plot.

第一章 绪论

1.1 调查背景以及目的

现阶段，城市土地资源变得越来越稀缺，污染大的化工企业生产不适应城市的发展规划，逐渐从城市中心搬出，这对于城市来说是优化中心区域的功能结构和改善环境的重要一步。我国的各个规模的城市都存在着污染企业大量搬迁的问题。有关研究表明，近年来我国各城市关停并搬迁的企业数量急剧上升，总数巨大^[1]。这些企业的搬迁已经带来了大量的工业遗留场地，对这些场地的管理成为各城市需要考虑的问题。

工业企业在生产过程中会产生各种污染，这些污染会由场地所承载，在企业搬迁以后仍留存在土地内，对周围的环境和人体存在威胁^[2]。土壤和地下水污染相对于企业的其他污染来说比较难发现，其产生的效果有一些滞后，因为危害产生到表现出来是一个长期的过程，很多时候是危害发生以后才引起人们的注意去研究成因，受到关注也比较晚^[3,4]。工业企业搬迁后的遗留场地，只有进行污染调查，进而对其进行污染的风险评估以及修复，确保其不会对人体和环境造成不利影响后，才能将其再利用用作其他规划用地^[5]。
