摘 要

当前我国正处于经济稳步增进的阶段，港口在对外贸易与运输中的地位愈来愈重要。岸线资源作为一种稀缺且不可再生的资源，它的使用与管理受到了当前社会的关注与重视，因此港口岸线的有偿使用制度就显得尤为重要。然而目前我国大部分地区的港口依旧沿袭着过去计划经济体制下的行政许可加无偿使用，加之部分地区的政府并没有完全意识到岸线资源的重要性，对于岸线的管理有颇多疏漏，导致岸线资源的浪费甚至损毁。

本文从目前国内外的研究现状入手，归纳总结了当前我国岸线资源使用与管理方面的现状与不足点，通过建立政府与岸线使用者之间的博弈模型来说明港口岸线资源有偿使用的合理性。在岸线资源有偿使用合理的基础上，介绍了我国一些典型的岸线有偿使用方式，归纳总结了存在的主要问题，并以马鞍山太平府港区出让的200米岸线为例进行实例分析。随后，针对目前我国港口岸线资源管理中存在的问题阐述了相关的管理理念，提出了相应的管理建议及改进方向。

Abstract

At present, China is in the stage of steady economic growth, and the position of the port is becoming more and more important in foreign trade and transportation. We pay a lot of attention to shoreline resources which is a scarce and renewable resources of its utilization and management. So it's important to carry out the compensation for use of port's shoreline resources. However, the most ports of our country still follow the past planned economy system of administrative license and free use, coupled with some governments aren’t aware of the importance of shoreline resources in our country, and the management of the shoreline has a lot of omission. As a result, it’s wasted and destructed.

This paper starts from the research status at home and abroad, summarizes the current situation and deficiency in the use and management of our shoreline resources. Setting up a game theory model between the government and the shoreline users to illustrate the rationality of compensation for use of port shoreline resources. Introducing some typical shoreline way of compensations which base on the rational compensation for the use of shoreline resources.. Summarizing the main problems and selecting the Maanshan Taipingfu's 200 meters port shoreline which has been transferred as an example for demonstration analysis. Subsequently, aiming at the problems that existing in the current management of port shoreline resource of our country, the paper describes the relevant management ideas, puts forward the corresponding management recommendations and improving direction.

第1章 绪论

1.1 研究背景

自1978年我国开始实行改革开放政策以来，我国的社会与经济得到了极大的发展。同时随着2001年中国正式加入世界贸易组织，中国正式融入了全球经济一体化与全球市场之中，与之而来的是我国的国际国内贸易量的极速增长，这在很大程度上促进了我国水路运输的发展，因此作为水路运输中的关键支撑，岸线的重要性不言而喻。

在水路运输中，港口不可或缺，而作为承载港口建筑设施与泊位的岸线是有限的，岸线资源一旦损毁就很难恢复。对于拥有港口的国家来说，岸线就是港口赖以生存的根本。对于岸线，我国大部分港口长期沿用计划经济体制下的行政许可加无偿使用。随着改革开放的不断深入，社会主义市场经济已经逐步建立，岸线资源越来越稀缺，其内在价值不断得以显现。
