摘 要

交通是城镇化发展的前提条件和重要驱动力，在我国大力推行新型城镇化的背景下，研究新型城镇化发展中的综合交通适应性对保障我国新型城镇化的平稳、健康以及有序发展至关重要。县域城镇是加快城乡一体化的重要纽带，是新型城镇化发展的关键，因此，研究县域新型城镇化发展中的综合交通适应性对进一步发挥交通促进城乡统筹、社会和谐等方面的作用具有重要意义。

本文从新型城镇化、适应性等基本概念出发,界定了县域新型城镇化与综合交通发展适应性的基本内涵。通过分析县域新型城镇化与综合交通发展的关系,确定了影响县域新型城镇化与综合交通发展适应性的诸多因素，并以此为基础从综合交通总量规模、交通结构、交通便利度和综合交通服务水平四个方面构建了适应性评价指标体系，通过构建模糊层次综合评价模型来进行综合评价。通过综合评价,可以得到综合交通与县域新型城镇化的适应程度,发现在县域新型城镇化背景下综合交通建设中存在的问题,为提升我国综合交通水平提供参考。最后，本文以京山县为例，对京山县的新型城镇化与综合交通发展的适应性进行了评价，得出结果为良，并对京山县综合交通的发展提出了相应的对策及建议。

Abstract

Transportation is the precondition and important driving force to the urbanization development, under the background of pushing forward to the new urbanization in our country, research the adaptability of the comprehensive transportation and the development of the new urbanization is very important to the guarantee of smooth, healthy and orderly development of the new urbanization. County town is an important link to the integration of urban and rural and is the key to the new urbanization, therefore, to research the adaptability of the comprehensive transportation and the development of county new urbanization is of great significance.

This article start from the basic concept of the new urbanization and adaptability, defines the adaptability of comprehensive transportation and the development of county new urbanization. Through the analysis of the comprehensive transportation and the development of county new urbanization，this paper determined the influence factors of adaptability between the comprehensive transportation and the development of county new urbanization. And on this basis, this paper from the total transportation volume, transportation structure, the transportation convenient and comprehensive transportation service level four aspects constructed adaptability evaluation index system. This paper uses Fuzzy Hierarchy Comprehensive Evaluation to give comprehensive evaluation. The comprehensive evaluation can get the degree of adaptation between the comprehensive transportation and the development of county new urbanization, and find out the problems existing in the comprehensive transportation construction under the background of the new urbanization, so as to provide reference for enhanceing the level of China's comprehensive transportation. Finally, taking Jingshan County as an example, this article evaluated the adaptability of the development of Jingshan new urbanization and the comprehensive transportation, obtained the result as good, and put forward the corresponding countermeasures and suggestions for the development of the comprehensive transportation in Jingshan county.

第1章 绪论

目前在我国学者中出现的“城镇化”或“城市化”的说法都是基于英文“Urbanization”一词翻译而来的，本文对此两者不加以区分。由于“城镇化”一词更多地是国内学者针对我国发展的特殊情况提出的，因此，本文中关于国内学者的研究多使用“城镇化”一词，而在论述国外研究部分时则多使用“城市化”一词。

1.1研究背景及意义

我国目前正在大力推动新型城镇化的发展，而交通是城镇化发展的前提条件，对城镇化发展有很强的支撑作用。尤其在党的十八大明确新型城镇化的概念以及新型城镇化未来的发展路径以后，综合交通与新型城镇化发展的关系受到了越来越多的关注。

县域是我国最基本的行政单元，也是新型城镇化发展的关键。在我国的城乡二元结构中，直辖市、副省级市、地级市和县级市被列入“城”的概念，而县域范围内建制镇及以下的广大农村则属于“乡”的范畴，因此，行政建制的县就成为了城乡一体化的基础与关键环节。在新型城镇化成为我国发展大方向的背景下，要想加快其进程，就必须打好县域基础，重视和完善农村的基础设施建设和社会事业发展。
