摘 要

绿色发展已成为当今世界的重要趋势，发展绿色产业是推动经济结构调整的重要举措。关于港口的绿色发展，在许多国家都已取得显著成效，对保持港口产业良好生态、增强可持续性、提高能源利用率、保护周边环境等方面做出了一定的贡献。但这其中仍存在诸多不足，例如港口绿色发展评价指标不完善、与国家政策和地方政策结合不充分、技术设备落后等等。因此，绿色港口具有较大的发展空间，且其在技术上的问题也具有研究价值。

本文通过决策实验和评价实验法（DEMATEL法）对港口绿色发展的影响因素进行研究。首先对港口绿色发展的过程和现状进行分析研究，在此基础上综合的全方位的分析相关影响港口绿色发展的影响因素，并将各个影响因素进行整合处理成为系统性的港口绿色发展评价指标。然后建立DEMATEL相关数据模型，计算出各影响因素的影响指标。最后以广州港为例，调查广州港的环境状况和相关数据，运用已建立好的DEMATEL模型进行计算分析，最后得出关于广州港绿色发展影响因素的相关结论。

Abstract

Green development has become an important trend in the world, and the development of green industry is an important measure to promote the adjustment of economic structure. With regard to the green development of the port, remarkable achievements have been made in many countries, which have made certain contributions to maintaining the good ecology of the port industry, enhancing the sustainability, improving the energy utilization rate and protecting the surrounding environment. However, there are still many deficiencies, such as imperfect evaluation indicators of port green development, inadequate combination with national and local policies, backward technology and equipment, etc. Therefore, green port has a large development space, and its technical problems also have research value.

This paper studies the influencing factors of port green development by using decision experiment and evaluation experiment method (DEMATEL method). First of all, the process and current situation of port green development are analyzed and studied. On this basis, the influencing factors related to port green development are comprehensively analyzed, and each influencing factor is integrated into a systematic evaluation index of port green development. Then the data model of DEMATEL is established to calculate the influence indexes of each influencing factor. Finally, taking Guangzhou port as an example, the environmental status and relevant data of Guangzhou port are investigated, and the established DEMATEL model is used for calculation and analysis. Finally, the relevant conclusions about the influencing factors of green development of Guangzhou port are drawn.

新时代背景下，我国的交通运输业的基础设施建设、市场运营模式、企业组织管理、发展战略部署等诸多方面都有了许多的创新和突破。在《交通强国建设纲要》的指导下，交通运输业要由传统驱动向创新驱动转变。其中交通运输业的传统模式在发展过程中的环境污染问题给社会带来了巨大的外部成本。对于水路运输，这种运输方式具有运量大、运距远、运输成本低等诸多优势。港口是水路运输的港站枢纽、是客货运输的集散地。同样港口在带来巨大社会经济效益的同时也需要大量的能源供应，在装卸或搬运大量货物的过程中避免不了进行废气废水等污染物的排放，造成了一定程度的环境污染，对周边海岸陆地、河流海洋和空气都有着不同程度的影响。不仅仅是港口本身，与其相关的工厂、物流企业、仓库堆场及其相关产业都是环境污染的影响者与被影响者。

为实现2020全面建成小康社会，坚决打好污染防治攻坚战。因此全行业重视对环境污染的整治，提倡建设发展绿色港口，维持好港口生产运作与周边生态良好建设的平衡。
