大城市新中心核心区交通规划策略研究---以西咸新区为例

摘 要
一个城市的中心核心区取决于城市的发展规模同时也能促进城市的发展,西咸新区核心区的规划也符合了这种规律。因此本文基于西咸新区核心区开发,着手交通规划策略的研究。同时大城市核心区(CBD)的研究也是一个综合性程度很高的交通规划项目,涉及到的问题也是方方面面,对于具体策略的选择以及应用这一课题的关键点。
本文首先从基于大城市核心区新中心理念的视角出发,在对国内外城市空间规划理论方法与实践进行梳理的基础上,总结了我国城市CBD发展的规划思路与借鉴要点,为本文的研究提供理论支撑。
其次从城市发展现状,交通发展现状特征方面分析并梳理核心区的现状问题,得出一是对外联系不足,二是内部联系缺乏,三是空间集聚不明显,四是公共交通不完善的大问题。并根据相关西咸新区的发展定位,确定西咸新区核心区的未来发展趋势,再对未来出行需求分析,确定策略的方向。
最后在规划策略方面基于枢纽支撑,双快引导,绿色发展三方向再对对外交通和对内交通两个大方面,细分为合枢纽、轨道交通高快速路以及公交、慢行、城市路网角度具体分析策略以此来营造一个以人为本的CBD。

Study on Traffic Planning Strategy in the Core Area of New City's New Center——Taking Xixian New District as an Example
Abstract
The central core area of a city depends on the scale of development of the city and can also promote the development of the city. The planning of the core area of Xixian New Area is also in line with this law. Therefore, based on the development of the core area of Xixian New Area, this paper starts the research on transportation planning strategy. At the same time, the study of the core area of the big city (CBD) is also a comprehensive transportation planning project. The problems involved are also various aspects, the choice of specific strategies and the key points of applying this topic.
Based on the perspective of the new center concept in the core area of big cities, this paper summarizes the planning ideas and key points of urban CBD development in China based on the analysis of the theoretical methods and practices of urban spatial planning in China and abroad. Theoretical support.
Secondly, from the status quo of urban development and the status quo of traffic development, it analyzes and sorts out the status quo of the core area. It is concluded that the external connection is insufficient, the second is the lack of internal links, the third is that the spatial agglomeration is not obvious, and the fourth is the big problem of imperfect public transportation. According to the development orientation of the relevant Xixian New District, the future development trend of the core area of Xixian New District will be determined, and the demand for future travel will be analyzed.
In terms of planning strategy, from the hub support, double-fast guidance, green development, and then to the two major aspects of external traffic and internal traffic, subdivided into hubs, rail transit high-speed roads, and public transport, slow travel, urban roads Net angle specific analysis strategy.

1.1研究背景和意义
纵观国内CBD地区的交通体系打造,尚未形成真正意义上轨道枢纽支撑、以人为本的高水平交通服务系统。在新时代背景下、在国家级新区新战略定位下,必须打破束缚,以国际视野和水准来营造国家级新区CBD高水平的交通系统。西咸新区作为典型的国家级新区CBD在高强度出行和高效率可达方面都将朝着国际化、世界级的方向迈进,具备全新规划的优势,有基础有条件学习国际先进经验。
