摘 要

随着经济迅速发展，“车本位”思想主导的道路规划与建设，使城市的街道生活逐渐失去了活力，路权也渐渐向小汽车倾斜，国内外许多学者开开始注意到这个问题，提出以人为本的完整街道理念，通过城市街道的更新，以期提高街道的活力，土地利用价值以及空间利用率，追求平均路权。

于此，本文通过研究国内外相关研究，提出适合我国完整街道理念应用的具体定位，并分析我国推广践行完整街道理念的相关基础与问题。最后选取南京市老城区的来凤街道作为案例，在实地勘测与语义分析法调查的基础上分析归纳街道存在与完整街道理念冲突的问题，进行重新设计改造，实现理念策略。

Study on Urban Road Traffic improvement based on complete Street idea

Abstract

With the rapid development of economy and the road planning and construction dominated by the thought of "car standard", the city's street life has gradually lost its vitality, and road rights are gradually tilting towards cars. Many scholars at home and abroad have begun to pay attention to this problem. In order to improve the vitality of streets, land use value and space utilization rate, average road rights are pursued through the renewal of urban streets, which is based on the idea of "people-oriented street".

In this paper, through the study of domestic and foreign related research, this paper puts forward the specific orientation suitable for the application of the complete street concept in our country, and analyzes the relevant foundation and problems of promoting and practicing the complete street concept in our country. Finally, the Laifeng street in the old city of Nanjing is selected as a case. Based on the investigation of field survey and semantic analysis, the problems existing in the street conflict with the complete street concept are analyzed and summarized, and the redesign is carried out to realize the conceptual strategy.

1.1研究背景及意义

1.1.1选题背景

长期以来美国“车本位”的思想在城市道路规划设计中占据主导地位，过多的关注机动车的通行能力，而忽略了对行人、非机动车的路权，阻碍了公共交通的发展，这种“车本位”思想的道路发展模式因此受到广泛的质疑与反对。2003年，美国精明增长联盟提出了“完整街道”的理念，要求回归“人本主义”，鼓励采用步行、非机动车、公共交通的出行方式，提倡公平路权。至今，完整街道已在美国扩展开来，并出台了诸多法律政策保障其实施。

我国作为发展中国家，尚未形成健康健全的道路网络，在经济社会迅速发展、城市化水平日益提高的形势下，道路的建设与改造也在如火如荼进行，此时，势必需要一个成熟的道路规划设计理念，以保障道路建设更合理，服务更长久，借他国之鉴，铸我国之器。故，本次研究以“基于完整街道理念的城市道路交通改善研究”为主题。
