摘 要

目前停车问题一直是社会、人民群众都关心关注的一个热点问题，各大城市都相继开展了一系列停车治理工作，取得了一定的成效。但是长期以来，虽然各大城市都普遍开展过停车规划、停车治理、公共停车场建设等停车相关项目研究，但是一直未形成较为完善和通用的停车基础信息分类标准，很难完全实现停车基础信息的共享、交换，严重制约了停车治理工作的开展；与此同时，目前停车治理方法多以定性分析为主，定量化分析较小，未形成较为系统的指标评价方法。因此，需要开展停车基础信息分类和评价指标体系研究工作，推动停车信息的规范化和面向治理的停车现状定量化分析，支撑停车信息与资源的开放共享、停车治理方法优化等。

Research on classification and evaluation index system of parking basic information for Governance

Abstract

At present, the parking problem has always been a hot issue concerned by the society and the people. All major cities have carried out a series of parking management work and achieved certain results. But for a long time, although the major cities have generally carried out parking planning, parking management, public parking lot construction and other parking related project research, but has not formed a relatively perfect and universal classification standard of parking basic information, it is difficult to fully realize the sharing and exchange of parking basic information, which seriously restricts the development of parking management work; At the same time, most of the current parking management methods are based on qualitative analysis, while the quantitative analysis is relatively small, and there is no systematic index evaluation method. Therefore, it is necessary to carry out the research on the classification and evaluation index system of basic parking information, promote the standardization of parking information and the quantitative analysis of parking status oriented to governance, support the open sharing of parking information and resources, and optimize parking governance methods.

第一章 概述

1.1研究背景

停车问题一直是社会、人民群众都关注关心的一个热点问题，在当今机动化快速发展的背景下,小汽车的快速增长,动静态交通矛盾日益突出,停车问题逐渐成为影响人民群众出行幸福感和满意度的重要因素。机动车的连续保有量在目前我国国内处于一直居高不下的位置,并且每年增长的速度十分迅速。同时由于我国城市人口规模的不断扩张和当地居民的经济收入不断提高,属于国营私人的大型小汽车车辆出行的频率也在近年不停地快速攀升。虽然各大城市都相继开展了一系列停车治理工作，并取得了一定的成效，但是一直未形成较为完善和通用的停车基础信息分类标准，很难完全实现停车基础信息的共享、交换，严重制约了停车治理工作的开展；与此同时，目前停车治理方法多以定性分析为主，定量化分析较小，未形成较为系统的指标评价方法。

1.2国内外停车现状

“停车难”问题不是中国所专有的问题，而是随着社会经济的发展，全球各大城市都不可避免会碰到的问题，因此才有许多专家和学者去研究停车问题。
