城市老城区老旧小区停车发展政策研究

摘 要
随着城市机动化的快速发展,南京机动车的保有量迅速增加,小汽车停车问题成为城市交通发展过程中的一大难题。尤其是老城区的老旧小区,由于建设年代早,设施配建标准低,导致基本车位缺额较大。老旧小区停车供需矛盾的失衡,不仅影响机动车交通运行环境,同时也对非机动车和步行环境造成一定程度影响。近些年,南京机动车辆快速增长,而停车政策的不明朗以及对车辆停放宽松的态度,导致无论是对车辆规模、密度还是对道路动静态交通环境和居民出行结构的调控,效果均不十分理想。
通过研究南京市老城区老旧小区小汽车的停放问题,以期解决老旧小区停车设施不配套的现象。同时,立足于南京市老旧小区实际停车问题的状况,优化停车供需关系,提出解决大城市老旧小区停车问题的对策,满足南京市老旧小区可持续性发展的要求。因此,解决停车问题的关键在于处理好停车供给与需求的矛盾,加快规划停车设施的建设,促进停车政策法规体系的实施。
一方面,明确老城区老旧小区停车发展的方向和目标。通过分析老城区老旧小区停车现状,找出其存在的问题和原因,同时借鉴国内外城市停车发展的先进经验,在分析南京老城区老旧小区停车发展趋势的基础上,提出南京老城区老旧小区停车发展策略。另一方面,提出南京老城区老旧小区的停车发展政策。结合南京老旧小区停车发展面临的主要问题,汲取国内外成功的经验,在停车发展目标的指导下提出老城区老旧小区停车规划、建设、管理等方面的政策建议。

Abstract
With the rapid development of urban mobility, Nanjing vehicle ownership is increasing rapidly, car parking problems become urban transport development process is a major problem. Especially in the old district of the old town, the early years due to the construction, facilities built with standard low, resulting in a larger shortfall basic parking. Old residential parking supply and demand imbalance, not only affects the motor vehicle traffic operating environment, but also on the non-motor vehicle and pedestrian environment to some extent affected. In recent years, the rapid growth of motor vehicles in Nanjing, and parking policy uncertainty and the relaxed attitude of the vehicle is parked, leading to both the vehicle size, density or dynamic regulation of road traffic environment and residents travel static structure, the effect is not very ideal.
