摘 要
近年来,我国港口受经济快速发展的影响,不断增加的货物吞吐量,飞速发展的集装箱码头都使得港口建设进程迅速。港口生产过程复杂,其中包含多种环节和工种联合作业,作业过程分散,作业线较长,影响因素颇多,故而使港口生产中安全隐患较多,尤其集装箱码头含危险品箱等特殊箱作业,机械设备如正面吊的大型化趋势也给现场作业带来很多安全问题,如果生产安全得不到保障,港口发展必定受到很大阻碍。目前集装箱码头安全管理水平参差不齐,存在诸如安全标准化制度的制定滞后于生产等问题,这些因素都严重制约了港口的建设发展进程。建立完整的安全生产标准化体系,不仅有助于落实集装箱码头企业安全生产责任主体,规范安全管理工作,还能通过自查或检查来及时更正安全问题,有效预防和减少安全事故的发生,对港口的安全生产起到有效的保护作用。因此,研究集装箱港口安全生产标准化具有重要现实意义。
阳逻港集装箱码头作为武汉港唯一的集装箱码头,也是长江中上游最大的国际化集装箱码头,目前年集装箱吞吐能力达75万TEU,2016年集装箱吞吐量达112万TEU,同比上年增长5.52%,2017年集装箱吞吐量达124.52万TEU,在快速发展下其安全生产占据港口工作中重要地位。本文分析了国内集装箱港口安全管理现状、阳逻港集装箱码头的生产情况和安全管理体系建设情况;根据安全生产标准化的相关政策与标准规范,确定了集装箱港口安全生产标准化的原则,结合阳逻港集装箱码头安全评价实情,构建了阳逻港集装箱码头安全生产标准化评价模型,利用熵权法算出指标权重后进行模糊综合评价,最后根据评价结果对阳逻港集装箱码头的安全工作发展提出对策建议,也为其他集装箱港口的安全生产标准化工作提供参考。

Abstract
In recent years, China’s ports have been affected by the rapid economic development. Increasing cargo throughput and rapid development of container terminals have made the port construction process rapid. The port's production process is complex, including multiple links and types of joint operations, the operation process is dispersed, the operation line is long, and there are many influencing factors. As a result, there are many potential safety hazards in the port production, especially the container terminal contains dangerous goods boxes and other special box operations. The large-scale trend of mechanical equipment such as front cranes has also brought a lot of safety problems to on-site operations. If production safety is not guaranteed, the development of ports will be greatly hindered. At present, the level of safety management of container terminals varies, and problems such as the establishment of a safety standardization system lags behind production. These factors have severely constrained the process of port construction and development. The establishment of a complete safety production standardization system not only helps to implement the responsibility for the safe production of container terminal enterprises, regulates safety management, but also can timely correct safety problems through self-examination or inspection, and effectively prevent and reduce the occurrence of safety accidents. Safe production plays an effective protective role. Therefore, it is of great practical significance to study the safety production standardization of container ports.
As the only container terminal in Wuhan Port, Yangluo Port Container Terminal is also the largest international container terminal in the upper and middle reaches of the Yangtze River. Currently, the annual container handling capacity reaches 750,000 TEU, and the container throughput reached 1.12 million TEU in 2016, an increase of 5.52% over the previous year. In 2017, the container throughput reached 1,245,200 TEU, and its safe production occupies an important position in port work under rapid development. This article analyzes the current status of domestic container port safety management, the production status of Yangluo Port Container Terminal, and the construction of safety management system. According to relevant policies and standards of safety production standardization, the principle of safety production standardization of container ports has been determined and combined with Yangluo Port. Based on the actual situation of container terminal safety evaluation, a safety production standardization evaluation model for container terminals at Yangluo Port was constructed, weights of indicators were calculated using the entropy method, and fuzzy comprehensive evaluation was performed. Finally, countermeasures and suggestions were proposed for the development of safe operation of Yangluo Port Container Terminal according to the evaluation results. It also provides reference for the safety production standardization of other container ports.
