摘 要

伴随着科学技术和社会的快速发展和进步，“智慧城市”逐渐成为了现代城市发展的一种全新模式。如何建设智慧城市成为热点，世界各地的城市纷纷汇入智慧城市建设的潮流中。相关的学者、组织机构也相继提出不同的城市智慧程度评价标准和评价体系。本文结合城市智慧程度评价的研究现状及相关理论，利用大数据技术建立城市智慧程度综合评价维度，参考现有评价标准和体系确定二级指标。同时，选用层次分析法确定各项指标权重,从而构建出一个新的城市智慧程度综合评价体系。选取上海市作为评价对象，对其应用城市智慧程度综合评价体系。根据评价结果，结合我国智慧城市建设的现状，分析我国在智慧城市建设中出现的问题，并对如何提高城市智慧水平提出建议和对策，为后续开展智慧城市建设以及城市智慧程度评价相关研究提供参考。

Abstract

With the rapid development and progress of science, technology and society, "smart city" has gradually become a new model of modern urban development.

How to build a smart city has become a hot topic, and cities all over the world have joined in the trend of smart city construction. Relevant scholars and organizations have also put forward different evaluation standards and systems for the degree of urban wisdom. Based on the current research status and relevant theories of urban wisdom degree evaluation, this paper uses big data technology to establish the comprehensive evaluation dimension of urban wisdom degree, and determines the second-level indicators by referring to the existing evaluation standards and systems. At the same time, using AHP to ensure the indicators’ weights to build a new comprehensive evaluation system of urban wisdom. Shanghai city is selected as the evaluation object, and is offered the evaluation system. According to the evaluation results, considering the current situation of smart city development in China, this paper analyzes the problems in the construction of smart city in China, and propose Suggestions and countermeasures to raise the level of urban wisdom, so as to provide references for the follow-up studies on the construction of smart city and the evaluation of urban wisdom.

1.1 研究背景和意义

1.1.1 研究背景

随着科技和社会的进一步发展，物联网等新一代信息技术为城市发展提供了新的方向和动力。在知识社会环境下，开放的城市创新生态开始出现，推动形成一种崭新的城市发展模式——智慧城市。在IBM提出“智慧城市”的概念后，得到了全球大部分国家的认同，世界各国开始加紧对于智慧城市建设的规划,以顺应时代的发展,提升整个国家的综合竞争力。目前，像美国、日本这些起步较早的国家，都在智慧城市建设方面都取得了较好的成绩。各个国家和城市建设智慧城市不仅仅是顺应时代发展的需求，也是国家和城市利益最大化的选择。

与此同时，我国也在智慧城市探索和发展的路上不断努力和前行。据《2019年中国智慧城市发展报告》的统计结果，我国所有副省级以上的城市和93%的地级以上城市都已提出或在建智慧城市，其中有290个城市是国家智慧城市试点。我国政府发布和实施了一系列政策和措施发展智慧城市，智慧城市建设在取得积极进展的同时，也出现了这些问题：认识有差异、规划不系统、技术标准不规范等问题，需要加强引导工作。随之，建立一个综合全面的城市智慧程度评价体系来引导和推进我国智慧城市建设是非常有必要的。科学的评价体系能有序、高效地推进智慧城市建设，从而使得智慧城市平稳地运行和发展。
