摘 要

本次设计主要依据农村政务为主题，参考目前存在的村务平台（微信、网站、Web app），通过微村通平台的设计，为农民与村委提供党务信息共享、村务信息及时公开和发布、实时管理惠农问题、在线办理财务收支问题等功能，为广大用户提供一个关于电子村务服务、加强农村管理、提高村委工作效率的系统平台。

通过“微村通”平台的搭建，普通会员和管理员都能以各自的身份注册登录进入信息界面，及时发现与自身利益相关的问题、管理员高效地完成行政任务，加强村内文化建设，规范管理与服务。主要涉及为五个功能板块：党务公开模块、村务简介模块、阳光村务模块、财务公布模块、后台管理模块等操作。系统网站的设计使得农民、村委之间信息传播更方便、收款更便捷，为提高村务的处理效率，提供一个良好的平台。有利于村民见证村委成长，增加村民、村委凝聚力，扩大村务管理的延伸性。

Design and Realization of Micro - village Platform

ABSTRACT

This design is mainly based on the rural government as the theme, with reference to the existing village platform (WeChat, website, Web app), through the micro-village platform design for the farmers and the village committee to provide party information sharing, Release, real-time management of benefits of agriculture, online financial revenue and expenditure issues such as functions for the majority of users with a service on the electronic village services, strengthen rural management, improve the efficiency of the village system platform.

第一章 绪论

1.1 研究背景

4G移动互联网技术的快速发展、智能手机系统的广泛使用，令人类在获得信息和服务的途径上有了新的突破^[13]，信息移动化使用户可随时随地获取所需信息，同时电子村务也日渐普及，逐渐成为了大众关注的目标，并受到广泛认同。

当前，我国已在电子政务上投入大量的建设项目资金，然而，电子政务在农村方面的利用效果却不是很理想^[8]，农民虽然对电脑和手机等移动终端的使用比以往要多，但对电子村务公共服务的使用较少，不利于村委与农民之间及时的沟通交流。电子村务唯有得到用户的广泛采取和持续利用，才能够真正兑现其价值。所以，有必要为村委和农民在移动端建立一个村务交流平台，五年内，移动村务平台将会成为农民的“掌中宝”。

农村百姓和村委通过手机随时登录“电子村务管理系统”，不仅扩大农民的知情权，而且还满足村委的办公要求，更方便、快捷、高效地提供村务服务^[34]。
