Currently, there are still some problems for China to apply the E-commerce into the foreign trade.

(1) Weak Sense about the Development of E-commerce in Foreign Trade Enterprises

Although the majority of foreign trade enterprises have got on the Internet, the main use of the Internet is information inquiry and some links of import and export, and the number of the enterprises which establishes corporate website or set up the corporate website in the professional network platform is still few. The proportion of the enterprises which achieve electronic and network management for the production, supply, marketing, human, finance, and material and other important resources is less. In the past, Chinas international trade talked about informationization, and the enterprises always understood that change the original handwriting to the computer printing; now talks about the e-commerce, many companies only understand that register the page on a website, promote the products, and gather the information.

this is the very typical behavior of no demand market, which means that the companies do not realize the importance and necessity to develop the e-commerce, particularly the leaders in many enterprises do not understand the role of the computer and information network deeply, let alone use the modern information technology to manage the enterpnse.

(11) InformationTechnology and Security Barrier

The development of the electronic commerce should depend on a solid network infrastructure, and the electronization in finance and trade as the premise. At the beginning of 1990s, China began to implement the EDI, and later carried out a serious of projects-'Golden Bridge','Golden Card' in succession. Now, optical cable transmission network,public data communication network, and satellite as well as microwave network have been basically completed across the country, which provides a good platform for e-commerce. However, the national

financial and commercial electronic networks have not yet formed, there are still some bottlenecks in the rise in the level of information technology, and the basic network infrastructure construction in some areas is to be strengthened. Online 'hacker' attacks everywhere, invading the website, banking system, stock exchange, and even the confidential file store in the U.S. FBl. The 'hackers' can pass in and out many of the advanced network system in the world without obstruction. The main means for the 'Hackers' to attack the computer system are: Guessing the password. They decode the password of the user account which is intercepted and captured by guess procedure, or uncover the user password by a simple guess way, thus force an entrance into the system, and even the further implement other operations of change or destruction functions; Decoding the password file.They embezzle the account with high privilege to access to the system, and further implement other operations of change or destruction functions; Setting up the electronic lure. After they force an entrance into the system, install Trojan horses and other electronic lure devices to further obtain other important information, and implement other operations of change or destruction functions. 'Hackers' can put in and out the network without any obstruction, which can explain that how weak our 'Fire Wall' is. From another sense, if there is no 'hacker',there is no continuous improvement and rapid development of the computer protection technology. But as long as the security issue is not solved, the development of the e-commerce is not optimistic.

1. Shortage of Talented Person

E-commerce is a new thing for any country,theoretically, it is an interdisciplinary subject. To develop the e-commerce needs inter-disciplinary talents in the interdisciplinary field, who are not only familiar with the computer technology, but also master a certain financial and business knowledge.Currently, China is considerably lack of such talents,and the construction of the relative subjects and teaching research in the university also relatively lag

behind. A truly successful operation of the Internet enterprises, in addition to two factors一一the financing and marketing, possessing a group of interdisciplinary talents is the basis for the Internet companies to develop sustainably. In the Internet companies, the technology and capital is not the most important, the technique updates quickly, and the capital, it is said that there are 2 billion in Zhongguancun. A good project is not worried about the capital; the most important is the talented people.
