摘 要

近年来，随着国家体制的改革，国家主席的领导，中国人民的艰苦奋斗，国家的生产力水平在不断提升，互联网的发展以及电子商务的兴起，彩票行业也在不断的发展，从一开始的零售到现在适应时代发展而衍生的互联网售彩模式，更加方便了人民的生活，彩票行业发展的也越来越好，整体需求逐年指数增加，发展前景如此大的背后是互联网售彩的法律不完善，政策应对不及时，监管不到位等引起的网络售彩各种问题，比如网站私彩、彩民资金不安全、网站携款跑路等问题。

现阶段我国互联网彩票存在的主要问题是由于传统的中心化技术，网站运营不透明，相关政府监控不易且有些方面监控不到，对于用户而言彩票交易过程是不清楚的，彩民只有支付购买界面清楚，这就给了一些不良代购网站作弊的机会，利用互联网进行违法售彩行为经常是被发现了处理然后又发生又处理的现象，但利用互联网售彩已是一种潮流趋势，也深受年轻人的喜爱，方便了大家购彩行为，对于互联网售彩亟需采用安全、可信、透明的系统来加强对互联网彩票系统的监管与效率，提高互联网彩票系统安全水平，保障用户的权益，为社会带来良好的效益，更加有效的筹集社会公益金。目前互联网售彩主要存在的问题对用户而言是无法识别哪些是合法网站、也无法知道自己买彩票的资金流向，对于网站而言存在采集网民信息不准确、数据存储不安全、网站易受攻击等。而区块链技术的特点是匿名性、非对称性、信息无篡改、去中心化等，可以解决网络售彩中产生的问题，提出一种安全可靠的基于区块链技术的安全解决方案。因此本文主要是分析互联网彩票发行流程，分析其存在的问题，从而加入区块链技术对其发行体系研究。

Research on Internet lottery issuing system based on block chain technology

Abstract

In recent years, with the reform of the national system, the leadership of the President of the State, the arduous struggle of the Chinese people, the continuous improvement of the productivity level of the country, the development of the Internet and the rise of e-commerce, the lottery industry is also constantly developing. From the beginning of retailing to the present, the Internet lottery sales model derived from the development of the times has made people"s lives more convenient. The development of the industry is also getting better and better. The overall demand is increasing year by year. Behind the great development prospects are the imperfect law of Internet lottery sales, the inadequate policy response and the inadequate supervision, which lead to various problems of online lottery sales, such as website private lottery, the unsafe lottery funds, the running of the website with money and so on.

At present, the main problems of Internet lottery in our country are due to the traditional centralization technology, opaque website operation, difficult government monitoring and some aspects can not be monitored. For users, the lottery trading process is not clear, lottery users only pay for the purchase interface is clear, which gives some bad opportunities to cheat on behalf of the purchase website, using the Internet for illegal lottery sales. In order to deal with the phenomenon often found and then happened again, but using the Internet to sell lottery is a trend and popular with young people, which facilitates lottery buying. It is urgent to adopt a safe, credible and transparent system to strengthen the supervision and efficiency of the Internet lottery system, improve the security level of the Internet lottery system and ensure its use. The rights and interests of households bring good benefits to society and raise social public welfare funds more effectively. At present, the main problems existing in Internet lottery sales are that users can not identify which legitimate websites are, nor can they know the flow of funds to buy lottery tickets. For websites, there are inaccurate gathering of information from netizens, unsafe data storage, vulnerable to attacks on websites, and so on. Block chain technology is characterized by anonymity, asymmetry, information tampering, decentralization, etc. It can solve the problems arising from network lottery sales, and proposes a secure and reliable security solution based on block chain technology. Therefore, this paper mainly analyses the process of issuing lottery tickets on the Internet and the existing problems, so as to join the block chain technology to study its issuing system.

1.1 研究背景和意义

我国发行的彩票种类一共有两种，分别是体育彩票和福利彩票，这两种彩票都是政府为筹集公益金而经过国务院特许发行的彩票，彩票的初衷就是为了体育事业和国家公益事业的发展。彩票从发行到现在，逐渐发展成为人们生活的一部分，可能下个班买个彩票或者今天运气好想买个票，彩票有自己存在的价值和意义在不断地融入人们的生活，并且以及发展到了一定规模，为国家筹集公益金和发展社会福利和体育事业贡献很多资金。
