摘 要

随着互联网技术的不断发展，人们在商业活动、营销方式、日常购物等方面都发生了极大的变化。第三方支付在此背景下应运而生，极大迎合人们的需求，弥补了网络上“信用缺失”这一现象，在商家和银行之间建立起第三方中介平台为电子商务提供技术保障。但是不可否认随着用户的增多和大量平台资金的涌入，第三方沉淀资金该如何使用、如何管理成为人们日益关注的问题。如果第三方支付沉淀资金处理不当，将必然影响到第三方支付的健康发展.基于此，论文对第三方支付沉淀资金问题进行研究，拟针对问题提出有效解决方案。

本文首先对研究背景和意义进行阐述，其次通过整理专家和学者的文献，总结社会主流的观点，并加以分析。接着论文会对第三方支付平台进行概述，掌握第三方支付平台存在的风险。在此基础上对第三方支付沉淀资金出现的问题进行分析，然后就第三方支付沉淀资金存在的问题提出解决方案。最后以“支付宝”为例分析支付宝平台的使用情况、针对沉淀资金的运行风险所采取的解决方案以及新项目的安全隐患和解决方案。

Analysis on the Problem of the Third Party Payment

Precipitation Funds and Its Supervision

Abstract

With the continuous development of Internet technology, people in business activities, marketing, daily shopping, etc. have taken place on a great change. The third party payment is based on this background, cater to the people"s needs of the parties, also make up the network "lack of credit" the phenomenon, and between the merchant and the bank to establish the identity of the third party intermediary to provide technical support for electronic commerce. But we can"t deny that with the increase of the number of users and a large number of capital influx, third-party precipitation funds the how to make use of, how the management has also become a topic of increasing concern to the people, if the third party payment precipitation funds handled properly, will inevitably influence to the third branch of the healthy development of payment side. Based on this, the paper studies the problems of the third-party payment precipitation funds, proposed in view of the problems put forward effective solutions.

This article first to elaborates the research background and significance, secondly by experts and scholars of literature, summed up the social mainstream"s point of view, and analysed.Then the paper will overview the third-party payment platform, to grasp the risk in the third-party payment platform.On the basis of the precipitation of third-party payment money problems were analyzed, and then the third party payment precipitation funds solution are proposed. Finally "alipay" as an example to analyze the usage of alipay platform, in view of the precipitation funds run risk taken by the solution as well as the new project of potential safety problems and solutions.

第一章 绪 论

1.1 研究背景

近年来随着互联网技术的快速发展，电子商务营销开始应运而生，在这种大的时代背景下，第三方支付平台也开始出现。沉淀金作为一种特殊的存在形式在第三方支付平台留存，它原本是在银行支付系统中产生的。其虽然不影响整个系统的有效运行，但却为实际的参与者带来一系列的风险。为此我们要加强对于第三方支付平台沉淀资金的问题的关注，分析问题，找到解决问题的有力措施。一旦不能有效地、正确地监督和管理第三方支付沉淀资金，那么就极有可能产生一系列道德和安全的隐患。为此有必要加强对于沉淀金的管理和监控，如此才可以进一步促进电子商务行业的健康有序的发展。

沉淀资金一般在金融行业出现的比较多，尤其是一些银行和大型企业在资金的存取和借贷上会产生一些时间差，例如卖方发货和买方确认收货不在同一时间，这就会使得资金相对的延迟从而会产生一定沉淀资金。第三方支付在运作上也会遇到同样的事情，用户在交易上也存在一个时间差，为此也会形成巨额的沉淀资金，本文正是基于这个背景进行论述。

1.2 研究意义

第三方支付沉淀资金在业务资金流转的过程中起到了十分重要的作用。电子商务是一种新型的商务模式，主要由信息流、商流、资金流和物流四个方面构成。其中资金流主要是指资金的流动和周转过程，例如资金的收支和转账等过程。而这一系列收支或转账的行为主要通过网上平台实现。如果缺少了网上支付的应用，电子商务显然也不会完整，电子商务的便捷性也会得不到具体的发挥。
