摘 要

纺织业一直是我国传统的支柱产业,其全年出口总量占全球纺织产品出口量的四分之一,在我国是重头产业。自特朗普上台后,美国开始着手退出TPP,成员国开始减少为11国。但是，除开美国，中国对TPP成员国出口总额仍超过任一我国纺织品传统市场。TPP仍会一定程度上损害我国纺织出口贸易。本文以美国退出TPP为背景，探讨TPP对中国纺织品出口贸易的影响，并就不利影响，给出了相应的建议。

本文研究内容主要分为五个部分：绪论介绍了研究、意义，相关文献综述和研究内容与方法。接着论述了TPP的主要内容以及TPP对世界贸易，尤其是对中国贸易的影响。紧接着分析了我国纺织品出口贸易现状，重点分析了TPP对中国纺织品不利和有利影响；再就不利影响，笔者从我国纺织品出口企业和政府两个角度提出了5点对策建议。最后笔者对全文进行了总结，得出本文的研究结论：即使美国退出了TPP，TPP仍会对我国纺织品出口贸易产生有利影响和不利影响。

Abstract

Textile industry is a traditional pillar industry of our country, the annual export volume accounts for 1/4 of the total global textile exports. After Trump took office, the United States began to withdraw from the TPP. Its members have decreased to 11 countries. However, apart from the United States, China's total textile exports volume to TPP member countries is still more than any of traditional market for China's textile . To a certain degree ,TPP will damage China's textile export trade. Based on The U.S. withdrawal from TPP ,this article is to explore the effects of TPP on Chinese textile export trade and give corresponding suggestions regarding adverse effects.

The content of this article is mainly divided into five parts: the introduction introduces the research background and significance, literature review and research contents and methods,then overviews the the main content and effects of TPP on Chinese trade and world trade. The third chapter analyzed China's textile export trade status and the effect of TPP on the export of textiles ( positive effect and adverse effects).In the fourth chapter, five suggestions are put forward to deal with adverse effects of TPP on China's textile export trade: the implementation of the strategy of market diversification, enhancing the competitiveness of products, enhancing the capability of independent innovation, and building brands, actively promoting the RCEP negotiations, strengthening the construction of FTA of Japan and South Korea and the construction of The Belt and Road". The last chapter is the conclusion:Even if the United States withdrew from the TPP, TPP will still have beneficial effects and adverse effects on China's textile exports.

美国在遭受2008年金融危机打击后,经济衰退和失业率上升,其经济复苏极为缓慢，为此，美国方面急需寻找新的经济发展刺激点来促进经济实现快速发展，而新兴经济体则符合这一发展要求，尤其是整个东亚地区快速崛起,新兴经济体的崛起也意味着东亚地区的经济实力快速上涨，同时国际政治地位不断提高，由此美国建立和推广“跨太平洋伙伴关系协议”(TPP).

在美国的带领下，越来越多的亚太国家开始加入TPP，如日本、越南等，而TPP也受到世界各国的广泛重视。TPP 协议根据广大发达国家的要求严格规定相关的知识产权、环保、劳工待遇标准，而对于很多发展中国家来说很难满足TPP的要求。因此与TPP成员国经贸保持日益密切联系的中国,将可能受到TPP 的巨大影响。

2016年末,特朗普上台后,美国开始着手退出TPP事宜,但是迄今为止,TPP并没有被废止,其他成员国也没有随之退出TPP,因此,TPP对中国,尤其是对中国的出口贸易,依然存在一定程度的影响。
