摘要

节能环保产业具有防治污染，改善生态，保护资源的作用，在促进经济可持续发展方面具有重要地位。如何解决节能环保产业问题，推进我国该产业发展，是经济建设的重要任务。中国作为快速崛起的经济体，经济发展潜力巨大，我国已经正式提出发展节能环保产业，坚持绿色发展观，建设资源节约型和环境友好型社会，促进环境效益和经济效益相统一。

本文旨在分析中国环保产业国际竞争力，运用波特的“钻石理论”分析影响我国节能环保产业发展因素，并结合代表产业——新能源汽车的发展情况，从生产要素，需求条件，相关产业和支持产业的发展，企业战略以及政府和机遇几个角度分析节能环保产业的国际竞争力。结合现阶段情况，从政府和企业两个主体分析促进我国节能环保产业发展的措施建议。

Abstract

Energy-saving and environment-friendly industries have an important role in preventing pollution, improving ecological environment, protecting the natural resources of the national economy and the sustainable development of national economy. How to solve the problem and promote the development of energy-saving and environment-friendly industries is the key issue of economic construction. As a rapidly emerging economy, China has potential in economic development. We have formally put forward the development of energy-saving and environment-friendly industries, set up green development concept, build a resource-conserving and environment-friendly society, and promote the consolidation of environmental benefit and economic benefit.

The purpose of this paper is to analyze the international competitiveness of Chinese energy-saving and environment-friendly industries. I am going to analyze the factors which have an influence on the industry development by the means of Porter’s Diamond Theory. And on behalf of the development of new energy vehicles, we will analyze the international competitiveness of energy-saving conservation and environment-friendly industry from the several respect of production elements, demand conditions, related industries, enterprise strategy, the government and opportunities .Combined with the present situation, we will put forward some measures to promote the development of energy-saving and environment-friendly industries company and government in China

1.1 选题背景及意义

随着全球经济的快速发展，伴随而生的环境问题越来越成为各国不容忽视的重要问题。超负荷的开采化石能源，无节制的碳排放使得全球气候变暖，各类污染聚集的环境问题等，由人类活动带来的资源环境问题不容回避。国际社会在应对日益严重的环境问题上也达成共识，采取了一系列积极的举措：1992年6月在巴西的里约热内卢开联合国环境与发展大会上通过了《联合国气候变化框架公约》；2005年2月，随着《京都议定书》的生效，对温室气体的排放以法规的形式提出限制；2012年11月多哈世界气候大会上，首次提出的大国责任——分担发展中国家的环境压力。

由此，世界各国积极响应号召，发展节能环保产业。环保产业在国民经济中肩负着防治污染，改善生态，保护资源的重要作用，在促进可持续发展上具有举足轻重的位置。资源的供需矛盾是制约我国经济发展的重要矛盾，环境污染也越来越成为我国经济发展不容忽视的问题。如何解决节能环保产业问题，加快我国该产业的进步，是经济建设的重要任务。
