摘 要

在电子商务交易量逐年增长和国际贸易形式日益增多的情况下，跨境电子商务成为了新的经济增长点。跨境电商以其独特的贸易属性，降低了国际贸易的参与门槛，同时也改变了原有的国际贸易分工，为中国的经济发展带来了新的机遇。中国的跨境电商起步较晚，在跨境支付、跨境物流方面并没有积累下太多的监督管理经验，使得监管部门在实际操作中出现了难以解决的复杂问题。如何使跨境电商监管更加透明化、规范化、便利化将是本文的核心。

本文主要分为三大部分，第一章和第二章为第一部分，介绍了国内外学者对跨境电商监管所作出的研究，阐述了跨境电商所涉及的环节和中国跨境电商的发展现状；第二部分从海关、物流、支付三方面介绍了跨境电子商务的监管现状和所面临的问题；第三部分提出了完善中国跨境电商监管的建议，最后从不同方面提出了对策建议。

Research on the Supervision Countermeasures of China's cross-border E-commerce

Abstract

With the rapid development of e-commerce and the diversification of world economic and trade forms, cross-border e-commerce has become a new economic growth point. With its unique trade attribute, cross-border e-commerce has lowered the threshold of participation in international trade, changed the original division of international trade, and brought new opportunities for China's economic development. China's cross-border e-commerce started late, and has not accumulated too much supervision and management experience in cross-border payment and cross-border logistics, which makes it difficult for regulators to solve complex problems in practical operation. How to make cross-border e-commerce supervision more transparent, standardized and convenient will be the core of this paper.

This paper is divided into three parts. The first part, as the research background of this paper, introduces the relevant research done by domestic and foreign scholars, expounds the links involved in cross-border e-commerce and the development status of China's cross-border e-commerce; the second part introduces the regulatory status and problems faced by China's cross-border e-commerce in three aspects of cross-border logistics, cross-border payment and legal system; the third part Some suggestions are put forward to improve the supervision of cross-border e-commerce in China. According to the local government's practical work experience and scholars' research, this paper puts forward countermeasures and suggestions from different aspects.

在网络技术蓬勃发展的今天，网络购物已经成为我们生活中必不可缺的一部分，中国的电子商务交易量逐年增长，跨境电子商务的规模也随之扩大。在2016年 中国跨境电商交易数额仅为6.7万亿，2017年增长到8.06万亿，到了2018年，中国跨境电商交易数额已达9万亿元，同比增长11.6%，2019年这个数额已经达到10.8万亿。跨境电商已经成为中国对外经济增长的一大助力，是推动中国经济发展的引擎之一。
