摘 要

2017年至2019年中美贸易摩擦且战且谈，对中美双方的贸易都产生了巨大影响。本文研究中美贸易摩擦背景下我国关税政策调整所带来的影响，有助于了解我国国情状况，能够有效地帮助我们发现我国当今经济发展状况中的不足之处，得出面对美国贸易霸凌时中方的正确做法，这对于产业转型、政府决策以及中美第二阶段协定的谈判都有重要作用。

本文首先从文献搜集入手，总结学者对中美贸易战的原因、关税的作用及其产生变动的影响等的认识。其次，罗列出中美贸易摩擦（2017.8-2019.12）期间中美针锋相对的主要事件，重点关注中国的反制措施，先从总体上分析中美贸易值的变化趋势，再以机械与运输设备和食品及活动物商品大类为例探究关税政策变化对中国的影响。最后，通过对数据的分析、结合现实情况，对中国政府及企业提出建议，同时也希望中美贸易形势转危为安，共同面对新的挑战。

Study on The Influence of China’s Tariff Policy Adjustment under The Background of Sino - US Trade Friction

Abstract

The trade conflicts between China and the United States have been fought and discussed from 2017 to 2019, which had a huge impact on bilateral trade. In this paper we will find , under the background of Sino-US trade friction, how the effects of Chinese tariff policy adjustment works ,which will help to understand the status of the Chinese national conditions and effectively find shortcomings of current economic development in our country. In the face of American trade bullying Chinese ,the right approaches can be concluded .It also plays a vital role in reaching for the industrial transformation, government decision-making and the agreement between China and the United States in the second stage.

This paper starts with literature collection to summarize the understanding of leading scholars on the causes of the trade war between China and the United States, the role of tariffs and the impact of changes. Secondly, the paper will list the major events during the period of Sino-US trade friction (2017.8-2019.12), focused on Chinese countermeasures. At first, this paper may analyze the changing trend of Sino-US trade value, and then take machinery and transportation equipment and food and animals as examples to explore the impact of tariff policy changes on China. Finally, by analyzing the data and combining with the current situation, this paper gives a few of suggestions for the Chinese government and enterprises，and hopes that the Sino-US trade situation can turn the corner and face new challenges together.

1.1研究背景和意义

1.1.1研究背景

回顾1949至今的中美贸易关系，可以总结为六个阶段：（1949-1970）冰冻隔绝期、（1971-1978）解冻破冰期、（1979-1988）成长蜜月期、（1989-2000）波动上升期、（2001-2016）入世黄金期、（2017至今）正面对抗期^[1]。自新中国成立以来，中美由于意识形态和政治考量的不同，双方在寻求贸易合作的过程中，矛盾不断出现，两国是在磨合中前进、在斗争中合作的。2015年中国成为美国的第一大贸易伙伴，这可以说是中美贸易关系达到的最高峰了。但也正如每个攀登到达山顶的人所能预见到的——眼前只有一条下坡路了。近年来中国成为世界第二大经济体，美国察觉了到东亚雄狮日益崛起对自己的威胁。

2017年8月中美贸易摩擦的号角就已隐隐吹响——美国贸易办公室（USTR）对中国开展301调查。经过五个月的取证分析，美国终于安耐不住了，在2018年3月23日，USTR宣布拟对中国约30亿美元的对美出口商品加征25%关税。这一天，中美贸易战正式打响。
