摘 要

在经济全球化导致的激烈的国际竞争下，技术创新在企业成长乃至整个国家经济发展过程中起着越来越重要的作用。众多调查显示我国目前技术创新能力不足。要发展我国经济，壮大我国企业，就必须大力提高技术创新能力。技术创新能力的提高需要有一定的理论作指导，然而古典经济学因其自身理论框架的缺陷，对技术进步的描述有限，在此基础上形成的政策启示有效性不足，甚至有误导性。相比而言，演化经济学给我们提供了一个全新的、更为合理的研究技术进步的视角，在此框架下得出的政策启示也更具有效性。本文在对演化视角下技术进步的理论框架和主要理论进行回顾的基础上，提出演化视角下技术进步的整合框架，并结合我国技术创新能力的现状，从宏观和微观两个层面提出对提高我国技术创新能力的政策启示。

Technological Progress From the Perspective of Evolutionary Economics: Theoretical Description and Its Policy Enlightenments to China

Abstract

Under the fierce international competition caused by the economic globalization, Technological innovation is playing a more and more important role in the development of enterprises and the whole country. Numerous surveys show that our country is currently lack of technological innovation ability. To develop our economy and strengthen our enterprise, we must vigorously improve technological innovation ability. The improvement of technological innovation ability needs some theory as a guide. However, because of the defects of the theoretical frame of classical economics, its description of technological progress is limited, and the policy enlightenments based on classical economics are inefficient or even misleading. In comparison, the evolutionary economics offers us a new and reasonable perspective on the research of technological progress, and the policy enlightenments based on evolutionary economics are more efficient. In this paper, I firstly reviewed the theoretical frame and main theory of technological progress in the perspective of evolutionary economics. Then I described the integrated framework of technological progress in the perspective of evolutionary economics. Finally, I put forward the policy enlightenments to improve technological innovation ability from macro and micro perspective combined with the Chinese present situation of technological innovation ability.

1.1研究背景

在经济全球化导致的激烈的国际竞争下，技术创新在企业成长乃至整个国家经济发展过程中起着越来越重要的作用。在宏观层面上，创新是国家竞争力的核心，是经济社会发展的决定性力量。一个国家如果不具备创新能力，就会失去未来发展的主动权。在微观层面上，创新是组织成长和获利的关键驱动力。霍奇逊^[[1]]指出，越来越多的形式化模型和历史解释将经济增长看作是一种由技术变迁所推动的演化过程。杨虎涛^[[2]]提出，作为一种利益协调机制，价格竞争的地位将被创新竞争所取代。企业“要么创新，要么就是死亡”[^[3]]。

技术创新重要性的突显使其受到越来越多的关注和研究。其中，主流的古典经济学以经典物理学为自然科学基础，在时间可逆、经济人完全理性的假设条件下，在静态均衡框架下研究技术进步，这在很多方面和技术演化的实际过程相去甚远。王立宏[^[4]]指出，新古典经济学在建立技术进步的模型时，完全忽视了技术选择过程的复杂性。
