摘 要

近几年，国际、国内经济形式发生了一系列变化。随着经济一体化的空前发展，中国及其企业也受到严重影响。“走出去”作为中国政府最重要的开放型战略之一，对于国家对外经济发展起到了全局性的指导作用。在该政策的影响下，越来越多的中国企业获益，较之过去任何时代都更有效的利用国际资源，并开拓世界市场。该战略对中国的经济、政治都有着极大影响。国家对中国企业“走出去”发展的各项扶植，使企业看到了更大的经济利益，促使了越来越多的企业走出中国，走向世界。

本文通过对中国企业“走出去”的背景描述，详细剖析了该战略的发展现状以及当前所遇到的一系列问题，薄弱环节，并同时提出相应的针对性研究对策。在“走出去”中，企业的国际竞争力是很重要的外部条件，扩大企业规模，人才的引进和技术的创新都是不可缺少的条件。在企业“走出去”的道路上无形资产的输出和保护也是相当重要的。当然还有一些先决条件，企业要认真研究东道国的有关法律政策以及国际惯例。不能盲目的走出去，要全面熟悉和掌握各项法律政策，配备相应人员，增加走出去的可行性。

Analysis and solutions of Chinese Enterprises “out-going”

ABSTRACT

The economic pattern of China and the whole world has changed a lot during the couple of years. With the development of global economic integration, both China and Chinese Enterprises have been affected strongly. “out-going” strategy as one of the most strategic policy of Chinese government guides the economic development structure generally. More and more Chinese Enterprises are benefited from this strategy as taking the advantages of the current strategic policy, utilizing the international capital and exploring the global market. “out-going”strategy not only have the positive effect on economy but also political areas. As seeing the achievable profits of Chinese government offered, entrepreneurs trying to expand their international market in order to obtain the first mover advantages.

This report aims to analyze the “out-going”strategy and all of the problems and troubles that Chinese organization facing through illustration of the background information and doing desk research. The possible solutions to the problems are suggested in this report as well. The competitive ability, expanded enterprise infrastructure, talented staff with ability, and researchamp; development are all the important factors of successful of going out. Protection of intangible assets are as crucial as that of capital assets. Last of but not least, understanding and acknowledge of international law and regulations is also one of the prerequisite requirements of Chinese Enterprises going out. The stockholders should realize all these important factors in order to maximize the possibility of successful.

1.当前世界经济背景

目前，世界经济的情况并不乐观，国际货币基金组织觉得世界经济处于新的危险时期，并且将近两年的经济增速预测下调。从发展情形看，欧洲主权债务的危机有可能拖累欧洲，甚至全球经济的复苏，但是只要各国联手积极采取有效的措施应对，世界经济仍有可能够避免出现二次衰退，次年世界经济有可能出现低速的增长势态。

美国经济复苏继续处于缓慢态势。当下情况，由于失业率处在增加状态，加上通货膨胀率上升的影响，国民实际收入增长速度明显处于下降的状态。

欧元区经济处于低迷状态，所面临的企业风险增加。欧元区的经济信心指数持续下跌，第一次低于长期平均水平（100）。预测受到全球经济不景气的影响，该情况还会继续下去，甚至有可能出现负增长的情况。
