摘 要

随着21世纪的到来和全球化的不断深入，技术和智力成果已经成为国家软实力的重要部分，知识产权以所有权的一种形式存在，标志着权利人对其所创造出的知识成果享有专属的权利，且作为生产要素的一种在社会企业中活跃着并发挥着日益重要的作用，因此它的保护和运用受到了空前的重视。

2008年《国家知识产权战略纲要》出台，作为我国知识产权发展的重要指导性文件，全力提升知识产权的创造、运用、保护、管理能力成为了亮点。将知识产权产业化需要许多方面共同推进，其中必不可少的支撑就是充足的资金，金融工具的高效融入可以解决这一问题，例如目前正在我国迅猛发展的知识产权质押贷款。但是金融创新工具融入知识产权产业化中的问题也开始显现，比如政府角色定位问题、价值评估问题、企业成本过高问题、风险收益部不对称问题等。

Research of problems in financial innovative tools’ integration into the industrialization of intellectual property

Abstract

With the advent of the 21^st century and the deepening of globalization, technology and intellectual achievements have become an important part of national soft power. Intellectual property that grants the owners certain exclusive rights to creations of the mind has been one of the most active factors of production for social enterprises, so the protection and utilization thereof get more attention than ever before.

China promulgated the Outline of the National Intellectual Property Strategy in 2008 to improve the capacity of intellectual property (IP) creation, IP utilization, IP protection and IP management. The industrialization of intellectual property require the endeavor of many aspects and abundant capital is the most utmost. The effective integration of financial innovative can solve this problem. We have gained many fruits and experience from the intellectual property mortgage loans conducted before, while some problems appeared, such as the role localization of the government、the evaluation of the value、the high cost of the enterprises and the imbalance between risks and returns.
