摘 要

全球经济快速发展，国家彼此之间进行生意往来，对外投资渐渐成为各国促进经济发展的重要方式，中国政府和企业自改革开放以来也越来越重视对外投资。本文主要通过2015年—2020年中国对外直接投资数据，研究中国对外直接投资在发展速度、投资行业、投资形式等方面的现状，将数据逐年进行比较，再通过文献的阅读和整理，探究变化的原因，并且发现中国在对外直接投资上并不总是顺利的，由于中国对外投资仍然处于起步，会存在一些问题，政府根据问题提出相应的对策。研究发现，中国对外直接投资自改革开放以来蓬勃发展，直至2016年，对外投资增长速度开始有所下降；国有企业和民营企业齐头并进，但国有企业比重更大；发展中经济体成为最多的投资体，投资行业集中在第二、三产业，投资形式主要是并购和绿地投资；中国对外直接投资中存在着问题，除了自身投资的不合理以及企业对外投资动力不足之外，还面临着其他国家施加的压力，法律制度上的投资审批制，国际经济政治风险，而面临这些风险，政府采取了相应的措施，进行正确的政策引导，鼓励对外投资，合理投资行业的分布，完善法律法规体系，出台对外商投资者和中小企业的保护法，鼓励优势产业走出去，突破贸易壁垒。结果表明，虽然中国对外直接投资整体呈现上升趋势，但由于国家会进行调控和干预，通过政策和手段抑制经济增长过热，并且在对外直接投资中存在着一系列的问题，无论是自身投资所存在的问题，还是其他国家所施加的压力，这些问题是不可避免的，面对这些问题，政府和企业要积极应对。

Analysis on the Current Situation, Problems and Countermeasures of China’s Foreign Trade and Investment

Abstract

With the rapid development of global economy, the countries conduct business with each other. Foreign investment has gradually become an important way for countries to promote economic development. Since the reform and opening up, Chinese government and enterprises have paid more and more attention to foreign investment. This paper mainly studies the current situation of China's FDI in the development speed, investment industry and investment form through the data of China's foreign direct investment in 2015-2020. It compares the data year by year, and then explores the reasons for the change through reading and sorting out the literature, and finds that China's FDI is not always smooth, As China's foreign investment is still in its infancy, there will be some problems. The government proposes corresponding countermeasures according to the problems. The research finds that China's FDI has been developing vigorously since the reform and opening up, and the growth rate of foreign investment began to decline in 2016; State owned enterprises and private enterprises advance together, but the proportion of state-owned enterprises is bigger; The developing economy has become the most investment body, and the investment industry is concentrated in the second and third industries, and the investment forms are mainly M amp; A and green space investment; There are problems in China's foreign direct investment. Besides the unreasonable investment and the insufficient motivation of enterprises' foreign investment, there are also pressures imposed by other countries, the investment approval system in legal system and international economic and political risks. In the face of these risks, the government has taken corresponding measures to guide the correct policies and encourage foreign investment, We should reasonably distribute the investment industry, improve the legal and regulatory system, issue the protection law for foreign investors and small and medium-sized enterprises, encourage the advantage industries to go out and break through the trade barriers. The results show that although China's FDI is on the rise as a whole, due to the state's regulation control and intervention, it can restrain the overheating of economic growth through policies and means, and there are a series of problems in FDI. These problems are inevitable, whether it is the problems existing in its own investment or the pressure imposed by other countries, In the face of these problems, the government and enterprises should actively respond to them.

第一章 绪 论

研究背景

自1979年推行改革开放以来，人们的生活水平提高，国家经济水平也不断上升，政府不断投入资金研发新兴技术，更新生产程序，提高生产水平。世界上大多数国家都开始改革经济体制，每一个国家都承担起自己的责任，对外直接投资已经成为世界经济不可缺少的一部分。虽然全球经历了经济危机，各国经济都经历了一个萧条期，但是随着经济慢慢复苏，对外投资也在不断增加，最显著的从全球并购就可以看出，从2009年—2016年，中国对外并购金额逐年上升，2016年上升至最高点，并购额为1353.3亿美元。对外直接投资额逐年增加，全球对外投资迎来繁荣时期，发达国家率先进入到对外投资的潮流中来，发展中国家稍微逊色了些，但发展中国家的对外投资也呈现一个上升趋势。且在1997年，中国提出对外投资作为“走出去”的重要战略，中国政府也出台相关政策，让国内企业把眼光放得长远，要进行对外投资，投资的国家要广泛，投资的行业要全面，不断推进“走出去”。在2016年末，我国对外投资额为1961.5亿美元，相较往年而言，对外投资额有了很大的增加，但由于国际经济环境会不断的变化，各个因素的波动，2017年，可以明显的看出中国对外直接投资开始下降，增速放缓。2021年1-3月投资额为248亿美元。

研究目的及意义

深入研究中国对外直接投资，更加深刻了解中国对外投资的目前现状如何，增长速度有何变化，侧重投资的行业，以及发现目前存在的问题，采取相应的对策。本文旨在通过对中国对外直接投资发展趋势进行研究，不仅分析当前中国对外直接投资的现状，又阐述其中存在的不足之处，并对于中国对外直接投资提出相对应的有效建议，希望能为中国对外直接投资提供理论支撑。

研究内容

本文第一章是绪论部分，阐述研究中国对外直接投资近几十年的发展状态、发展中存在的不足之处以及相对应的措施的研究背景、目的以及意义，并且对本文的框架结构做出了说明。

第二章是文献综述部分，通过研究其他学者的研究成果，介绍了不同文献对于中国对外直接投资的现状、问题以及对策方法的不同看法，为本论文提供参考。
