摘 要

目前形势下的国际经贸规则重塑机制正朝着区域规则先行、高标准化、更加关注金融领域与非传统经济规则构建的方向逐步发展，这一形势使得《区域全面经济伙伴关系协定》（RCEP）的签署对中国参与并主导国际经贸规则重塑机制至关重要。由于RCEP签署背景下的规则重塑机制存在如何逐步实现公平规则修订、协调与太平洋彼岸某些国家关系及关系性资产投入偏大等难点，需要中国重点从贸易争端解决机制、各类货物贸易、金融领域及非传统经济的域内规则统一入手解决，以此来达到增强新兴国家与美欧等谈判的集体力量的目的。为实现规则公平与统一，中国应建立RCEP签署背景下的更高级别的多边磋商机制、对接内外自贸区规则、先行实现域内金融规则统一、增加RCEP成员国家语言学习投入及由简入繁分批推进不同领域的规则一体化。

Research on the Reshaping Mechanism of Economic and Trade Rules under the Background of RCEP

Abstract

Under the current situation, the international economic and trade rule reshaping mechanism is gradually developing in the direction of regional rules first, high standardization, and more attention to the financial sector and the construction of non-traditional economic rules. This situation makes the "Regional Comprehensive Economic Partnership Agreement" (RCEP) The signing of the agreement is crucial for China to participate in and lead the reshaping mechanism of international economic and trade rules. As the rule reshaping mechanism in the context of the signing of RCEP has difficulties in how to gradually implement fair rule revisions, coordinate relations with certain countries on the other side of the Pacific, and the large investment in relational assets, China needs to focus on the trade dispute settlement mechanism, trade in various goods, The regional rules of the financial sector and non-traditional economies are resolved in a unified way, so as to achieve the purpose of strengthening the collective power of emerging countries in negotiations with the United States and Europe. In order to achieve fairness and unification of rules, China should establish a higher-level multilateral consultation mechanism under the background of RCEP signing, connect internal and external free trade zone rules, first realize the unification of intra-regional financial rules, increase investment in language learning of RCEP member countries, and change from simple to complex To promote the integration of rules in different fields.
