摘 要

在经济全球化进程不断加快的环境下，各国之间的贸易合作更为紧密。近几年来，对外直接投资逐步成为各国推动经济发展的重要途径之一。中国紧跟国际步伐，在“走出去”政策的号召下，也是积极参与国际投资，不断完善服务体系。与此同时，越来越多的中国企业也将投资合作的焦点转向国外，使得中国的对外直接投资快速增长。非洲国家已成为投资的热土，我国也已成为非洲投资的主力军。但由于非洲特殊的环境和政局，中国对非的投资过程中存在许多问题和风险，很大程度上影响了投资项目。

本文首先梳理了我国在非洲国家的投资现状，总结了近些年对非洲投资的特点,并提出我国企业对非投资时存在的问题。再结合我国企业所在的风险环境，重点阐述投资时主要遭遇的五大风险：政治风险、经济风险、法律风险、劳务风险和医疗卫生风险。其中以战争、内乱、政局不稳定、宗教文化复杂为代表的政治风险最为广泛，影响力也最强。本文最后分别从中国和非洲两个角度，宏观和微观两个层面，为我国和企业如何规避风险提出了一些切合实际的风险防范对策，可供国家和投资企业借鉴参考。

China’s Direct Investment in Africa and It’s Risk Analysis

Abstract

In an environment where the process of economic globalization is accelerating, trade cooperation between countries has become closer. In recent years, foreign direct investment has gradually become one of the important ways for countries to promote economic development. China is keeping up with the international pace, and under the call of the "going out" policy, it is also actively participating in international investment and constantly improving its service system. At the same time, more and more Chinese companies have turned their focus of investment cooperation to foreign countries, which has led to a rapid growth of China"s foreign direct investment. African countries have become a hot spot for investment, and our country has also become the main force of investment in Africa. However, due to Africa"s special environment and political situation, there are many problems and risks in the process of China"s investment in Africa, which have largely affected investment projects.

This article first combs the status quo of my country"s investment in African countries, summarizes the characteristics of investment in Africa in recent years, and puts forward the problems that exist when Chinese enterprises invest in Africa. Combined with the risk environment in which Chinese enterprises are located, this article focuses on the five major risks encountered when investing: political risks, economic risks, legal risks, labor risks, and medical and health risks. Among them, the political risks represented by war, civil strife, political instability, and complex religious culture are the most extensive and the most influential. At the end of this article, from the perspectives of China and Africa, at the macro and micro levels, some practical risk prevention countermeasures are proposed for our country and enterprises to avoid risks, which can be used for reference by the country and investment enterprises.

第一章 绪 论

1.1 研究背景

随着经济全球化进程的不断推进，各个国家不再仅仅满足于本国市场的发展，都想在国际市场上占有一席之地，开拓国外市场。开始时跨国并购是首选方式，但在全球经济结构不断变化下，世界各国更愿意选择对外直接投资的方式来参与国际经济合作。非洲是世界第二大陆，也是最贫穷的大陆，但由于其历史文明悠久，物产丰富，人民吃苦耐劳，非洲也摇身成为世界希望的大陆。再者，非洲地区日益显示出巨大的市场潜力，被投资者看作是投资的热土，吸引着各国企业与公司。近些年来，中国与非洲国家的投资和经贸合作不断深化和加强。中国对非洲投资虽然比其他国家晚一些，但投资的发展速度却是惊人，是非洲经济发展的重要动力。

非洲是我国长期合作的国家之一。在新中国成立之初，以美国为首的西方国家对我国采取外交孤立手段，但在1956年我国与非洲第一个国家建交，并开始对其进行援助，打开我国与非洲国家友好往来的大门。中非关系不断深入发展，至今为止已有49个非洲国家与我国建交。在经济全球化和国际贸易自由化进程不断加快的环境下，我国与非洲的合作更为密切。改革开放后，我国积极应对经济全球化挑战，参与国际间的直接投资。非洲市场是中国实施“走出去”战略的重要地区之一，所以我国政府极力支持中国企业和公司至非洲投资。

1.2 研究意义

理论意义：在全球经济发展变缓的情况下，又加上难民问题、美国大选、英国脱欧等因素的影响，这促使世界出现了反全球化趋势。受到此影响，2016年全球对外直接投资同比下降2%，至1.75万亿美元。再加之蝗灾、新型冠状病毒等突发情况影响到各国的经济和安全，而新冠病毒已成为全球性的问题，不仅威胁着国家的稳定，还导致海外投资的下降，造成不可忽视的损失。在全球各国普遍面临经济发展困难的大背景下，投资者在对外投资时更是要面对种种不确定。因此，分析目前对外投资的现状以及非洲目前状况，可为企业和公司投资时提供参考。
