摘 要

改革开放以来，中国钢铁行业发展十分迅猛，国家的整体钢铁工业体系日趋完善。但随着资源约束、环境规制等制约因素日益突显，钢铁行业尖锐的结构性矛盾更是当前急需解决的重要问题。中国社会经济的高速增长，大体上是建立在粗放型生产方式的基础上，钢铁的生产水平和世界先进国家还有很大的距离，我国生产的钢铁产品也是质量低于发达国家的。在相当长的时间里，为保持国内经济稳步增长，也就造成钢铁产业对资源的需求日益增长，对环境的污染也是越发的严重起来。

据此本文把资源环境约束作为前提条件，从钢铁产业资源环境约束的背景出发，首先分析资我国钢铁产业的现状。然后，从生产现状，产业结构，地理布局，出口现状四方面对中国钢铁产业现状系统性分析。接着，就钢铁产业面临的资源环境约束因素，其中包括铁矿石进口依存度过高；焦煤资源分布不均，供应不足；水资源缺乏；污染的排放。其次，在之前的资源环境约束分析的基础上，以宝钢为例进行swot分析。最后从资源环境约束层面对钢铁产业出口贸易的发展提出建议。

Research on Sustainable Trade of National Iron and Steel Industry Export under the restriction of Resources and Environment

Abstract

Since the reform and opening up, China"s iron and steel industry has developed rapidly, and the overall steel industry system of the country is becoming more and more perfect. However, with the resource constraints, environmental regulation and other constraints increasingly prominent, the sharp structural contradictions in the iron and steel industry is an important problem that needs to be solved urgently at present. The rapid growth of China"s social economy is generally based on the extensive mode of production. The production level of iron and steel is still far from that of the advanced countries in the world. For a long time, in order to maintain the steady growth of the domestic economy, the demand for resources in the iron and steel industry is increasing day by day.

Based on this, this paper takes the resource and environment constraints as the prerequisite, and starting from the background of the resources and environment constraints of the iron and steel industry, first analyzes the present situation of the national iron and steel industry under the constraints of resources and environment. Then, from the production status, industrial structure, geographical layout, export status of four aspects of China"s iron and steel industry systematic analysis. Then, according to the resource and environment constraints faced by the iron and steel industry, including the high dependence on iron ore import, the uneven distribution of coke resources and insufficient supply, the lack of water resources and the emission of pollution. Secondly, on the basis of the previous resource and environment constraint analysis, Baosteel is taken as an example to carry out swot analysis. Finally, from the resource and environment constraints Some suggestions on the development of export trade of iron and steel industry are put forward.
