摘 要

随着中国经济的持续快速发展，中国的对外贸易出口逐渐增多。随之,美国及其他西方国家对华出口商品的反倾销案件也在迅猛增加。尤其美国加强对中国高科技产品的限制，导致中美之间形成了巨额逆差。在反倾销调查中，美国采取歧视性政策，把中国作为“非市场经济”国家对待，在确定正常价值时采用“替代国”政策，严重损害了我国的权益。随着中美贸易的快速发展，这种不平衡问题变得越来越严重，甚至严重干扰了中国对美出口活动。

本文从分析中国遭受反倾销的现状出发，客观研究美国对中国的反倾销现状及原因。究其原因，有政治的也有经济的。根据美国对华反倾销的现状，就这些具体原因提出了包括充分了解美国反倾销法规、加快市场经济体制建设与谈判交涉并重、引导和规范出口企业的经营活动、完善行业协会组织建设这五大方面的对策和建议。

Abstract

With the rapid development of Chinese economy, China"s foreign trade exports is gradually increasing. Meanwhile, the United States and other Western countries exports to China anti-dumping cases are rapidly increasing. Especially in the United States to strengthen restrictions on Chinese high-tech products, leading to the formation of a huge trade deficit between China and the US. In anti-dumping investigations, the United States adopted a discriminatory policy to China as a "non-market economy" countries to treat, in determining normal value the use of "surrogate country" policy, severely damaged the country"s interests. With the rapid development of china-US trade imbalance problem becomes more serious, seriously interfere with the Chinese exports to the US activities.

This paper analyzes the current situation of China"s anti-dumping departure, objective study of US anti-dumping situation and the reasons for China. The reason there are also political economy. 第一章 绪 论

1.1研究背景

自从2008年的金融危机爆发以来,以美国为代表的西方发达国家就开始逐步实施贸易保护主义措施,全世界的反倾销案件与前几年相比持续大幅增加。2010年以来，随着全球经济放缓、欧债危机深化等问题频出，美国更是频繁对中国发起反倾销调查。

美国经济在经历了经济危机以后，其经济也在不断地复苏和进行结构调整，这样会导致劳动力就业等社会问题，若国内当局不能有效地解决，很有可能将这种问题转化到外部来，转到国外，反倾销就成了一个很好的政策工具。

中国的对外贸易额在改革开放后保持了高速的增长，对美出口更是快速增加，在此期间美国对中国的反倾销案件也在持续增加，目前仍为上升趋势。
