摘 要

2008年以来，受国际金融危机影响，美元、欧元等主要国际结算货币汇率大幅波动。随着我国与东盟国家及内地与港澳地区的贸易、投资和人员往来关系的迅速发展，以人民币作为支付手段的呼声越来越高。而自2005年汇改以来，人民币兑美元汇率屡创新高，步入持续稳步升值的上升通道。为顺应国内外市场和企业的要求，保持我国与周边国家和地区的贸易往来关系，国务院于2009年4月8日决定在上海市和广东省广州、深圳、珠海、东莞4城市先行开展跨境贸易人民币结算试点工作，境外地域范围暂定为港澳地区和东盟国家。

本文以人民币升值为研究背景，首先分析了跨境贸易人民币结算的发展历程、发展特点和发展优势，发现其存在人民币被接受程度不高、进出口结算比例失衡和结算地区分布不均衡等问题；其次研究了造成这些问题的原因，主要有离岸人民币市场发展不完善、人民币跨境支付系统不健全和我国金融市场开放程度不高；最后从宏观和微观两个层面提出了推进跨境贸易人民币结算发展的对策。宏观层面的建议有推进我国金融市场建设、加快人民币离岸市场建设和完善人民币跨境支付系统建设。微观层面的建议有增强我国企业竞争力和提高中资银行服务能力。

Research on Cross-border Trade RMB Settlement Issue

Abstract

Since 2008, the US dollar, the euro and other major international settlement currency exchange rate have fluctuated affected by the international financial crisis. With the rapid development of trade, investment and personnel exchanges between China and the ASEAN countries and the relationship between the Mainland and Hong Kong and Macao, using RMB as a means of payment is becoming a trend. After the exchange rate reform in 2005, the RMB against the US dollar hit higher records. It is going into the steady appreciation of the rising channel. To meet the requirements of the market and enterprises at home and abroad, to maintain trade between China and neighboring countries and regions of normal development, providing more convenience for enterprises, the State Council decided to carry out cross-border trade RMB pilot work in Shanghai, Guangzhou, Shenzhen, Zhuhai, and Dongguan in advance on April 8, 2009. The outside geographical scope is tentatively scheduled for Hong Kong and Macao and ASEAN countries.

From this background of RMB appreciation, firstly, this paper have found that the yuan is not highly acceptable, the import and export settlement is imbalance and the distribution of settlement areas is uneven according to the developing process, developing characteristics and developing advantages of cross-border RMB trade settlement. Secondly, the paper have found the causes of these issues. It is mainly because the development of the offshore RMB market is imperfect, the RMB cross-border payment systems are imperfect and the degree of opening of China"s financial market is not high. Finally, this paper puts forward some suggestions on promoting the RMB settlement of cross-border trade from the macro and micro levels. From the macro level, this paper advises that China"s financial market should be promoted, the pace of construction of offshore RMB market should be accelerate, and the RMB cross-border payment system construction should be improved. From the micro level, this paper recommends that the competitiveness of enterprises should be enhanced and our service capabilities of Chinese banks should be improved.

第一章 绪 论

1.1 研究背景和意义

自2005年汇率改革以来，人民币兑美元汇率屡创新高，步入持续稳步升值的上升通道。随着我国经济发展和综合实力的提高，我国对外贸易规模不断扩大，与周边国家和地区的贸易量不断增长，开展人民币跨境贸易结算的需求不断增加。从2009年7月人民币开始在跨境贸易结算中使用，到2015年6年多的时间内，人民币跨境结算业务取得快速发展。试点城市也由最初的上海、广州、深圳、珠海和东莞5个城市扩大到了全国范围。境外结算地区也由港澳和东盟扩大到所有国家。这些举措表明，我国正不断推进跨境贸易人民币结算业务，意味着人民币国际化迈出了重要一步。

从宏观层面看，跨境贸易人民币结算可以促进我国与其它国家和地区的经贸往来，有助于推进人民币国际化进程，调节国际收支并降低外汇储备规模。从微观层面看，对企业而言，跨境贸易人民币结算有利于企业规避汇率风险，减少汇兑成本并且增加结算货币选择的灵活度；对银行而言，跨境贸易人民币结算有助于我国商业银行提升国际竞争力，开辟新的盈利空间，丰富业务种类，增加中间业务收入。试点以来，跨境贸易人民币结算取得了很大进展，人民币结算额增长迅猛，跨境贸易人民币结算的发展前景广阔。

1.2 研究思路和内容

本论文主要通过定性分析与定量分析相结合的研究方法。先对实际情况进行阐述，再根据详细的统计数据给予说明。以“发现现状—存在问题—找出原因—提出建议”的思路来研究升值背景下跨境贸易人民币结算问题。具体研究内容如下：首先通过互联网及图书馆等其它途径对国内外学者的文章进行归纳总结，形成文献综述；其次对跨境贸易人民币结算的发展现状进行分析；接着找出跨境贸易人民币结算存在的问题；然后研究造成这些问题的原因；最后根据问题及原因提出推进跨境贸易人民币结算发展的相关建议。

1.3 全文结构框架

本文首先通过绪论陈述了本篇论文的研究背景和意义，研究思路和内容；其次，通过对在文献综述中整合现有的国内外学者的研究成果；然后在主体部分，本文先对跨境贸易人民币结算发展现状作了分析介绍了跨境贸易人民币结算的发展历程和发展特点；在接下来的一章中，本文分析了跨境贸易人民币结算存在的问题及造成问题的原因；最后，本文针对跨境贸易人民币结算存在的问题提出了相关建议。
