摘 要

奶业在我国农业和食品加工企业中是一个起步晚、基础薄弱的部门。但是近年来，发展迅速，乳品产量不断增长，并且我国乳业的巨大潜力也在国际乳业自由化的进程中被不断挖掘出来。但我们应该清醒地意识到，国际乳业自由化背景下，当前正是我国奶业发展的关键时期。乳业的稳定发展，一方面将有利于我国居民膳食结构的改善；另一方面，则可以为奶农增收，有助于协调城乡经济发展，促进和谐社会发展。但是，我国乳业仍然存在许多问题，急需改变，以确保我国乳业能够可持续发展，这也是本论文研究的基本出发点。

本论文从中国乳业现状、乳业自由化对中国乳业发展的影响、中国乳业发展趋势三方面分析了中国乳业发展现状；并由此发现中国乳业现存的问题，倒推出导致这些问题的原因；从而提出了促进我国乳业可持续发展的建议。

The Search of Chinese Dairy’s Development and Question under The Background of International Dairy’s Liberalization

Abstract

Chinese government will face more challenge in all round aspects. Under the doublepressures of canceling the export subsidies for dairy products and cutting down dairyproducts tariff to a great extent, whether dairy industry could succeed in implementing the leap-type development strategy, and survive in the fierce global competition is a great subject in front of the government. Secondly, the socio-economic development of our country has already entered a key stage, consequently, more complicated and complex problems and issues which have an impact on the dairy industry are and will be in front of us and this situation would last quite a long time in the future. Thirdly, there are a great many questions in dairy industry at present, for instance, the growth rate of milk production and the consumption of dairy products ease up, and the enthusiasm for cow cultivation cool, the pressure of the dairy processing enterprises is strengthened. Therefore a deeper research to dairy industry"s development of our country has to be carried out to prevent it from stagnating or even changing radically and guarantee the development of dairy industry in a healthy and sustainable way This is the starting point of this dissertation as well.

This paper discusses from the current situation of dairy industry, dairy industry liberalization impact on China"s dairy industry development, the development trend of China"s dairy industry three aspects analyzes the current situation of the development of China"s dairy industry; And found that China"s dairy industry the existing problems, promoting the cause of these problems; Thus puts forward some Suggestions of promoting the sustainable development of dairy industry in our country.

第一章 绪 论

1.1 研究背景

国际乳业自由化是指世贸组织各成员在乳业相关投资上逐渐实现自由化，即遵照相关协定，逐渐降低关税，减少贸易壁垒，乳品国际贸易中实现公平等，如欧洲取消配额制、我国与澳洲签订的中澳贸易协定等，都标志国际乳业自由化进入一个新高度。

我国乳业在农业中虽然起步晚、起点低，基础薄弱，但是近年来，发展迅速，乳品产量不断增长，并且我国乳业的巨大潜力也在国际乳业自由化的进程中被不断挖掘出来。例如，14年，贝因美进一步加深与Kerry集团的合作，同时与FonterraCo-operativeGroup取得合作。贝因美此举一方面有利于改变其原有的陈旧的管理体制，另一方面又能促进企业资源的合理配置。与此同时，三元、新希望则在澳洲纷纷建厂，顺应中澳自贸的“东风”更好的转化澳洲资源以促进本企业的发展。而作为国内乳业巨头的伊利、蒙牛则是在液态奶方面纷纷做出举措，不断扩大在新西兰的投资。如此种种，都展示着——我国乳业正在不断向国际化迈进！
