摘 要

近几年来，雾霾已经席卷全国各地，环境污染问题进一步成为了中国的一个重大现实问题。目前我国生态环境严重遭受污染，尤其是大气污染，它已经严重影响到我们的日常生活，而以环境保护为核心的绿色金融已成为一种趋势，使用金融手段来解决环境问题已成为全球共识。

绿色金融在2016年9月首入G20杭州峰会议题，再次受到全世界的关注，推进绿色金融发展比以往任何时期都要迫切。在绿色金融发展方面，众多发达国家的相关研究及实践都有了大量的成果。虽然我国绿色金融近年发展较快，绿色金融市场正在逐步形成，但同时，我国绿色金融起步较晚，目前还处于一个探索阶段，绿色金融的发展也面临着众多问题。例如，我国绿色金融相关法律法规制度还不够完善等。本文研究国内外绿色金融发展的情况，希望为我国绿色金融的发展提供一定的建议，促进可持续发展。

本文首先对国内绿色金融发展的现状进行分析，提出其存在问题，然后结合国外发达国家绿色金融的发展情况，将它们的经验借鉴于我国，最后针对我国绿色金融发展存在的问题提出一些对策建议。本文的创新之处在于分析发达国家绿色金融发展情况时，具体到美国和日本两个国家，美国在这方面是个非常典型的例子，而日本的环境曾经也遭受重大污染，对我国来说有着十分重要的借鉴意义。

Abstract

In recent years, the haze has swept across the country. The environment pollution is becoming a major problem in China. At present ecological environment in our country was seriously polluted, especially in air pollution, which has seriously affected our daily lives. And the Green finance as the core of environmental protection has become a trend. It becomes a global consensus using financial instruments to resolve environmental problems.

September 2016, it was the first time that Green finance entered G20 Summit issues in Hangzhou, which attracting worldwide attention once again. To promoting the development of green finance is the most urgent in Green finance development. Many developed countries get a large number of practice research results. Although in recent years the Green finance in China has developed rapidly, and green financial market is gradually formed. at the same time, green finance started late in China, which is still in a stage of exploration. Development of green finance also faces many problems. For example, green finance-related laws and regulations in China is still not perfect…

This paper studies the development of green finance. I hope I can provide some suggestions for the development of China's Green finance, to promote the sustainable development. Firstly, I analysis the domestic development situation of green finance and its problems. Then I learned green financial situation in some developed countries and used their experiences in China. At last, I put forward some suggestions of green finance development in China. Innovation of this paper is in particular to the United States and Japan in analysis of green financial developments. And the United States is a typical example in this respect. Japan used to have heavy environment pollution, which has a very important significance for my country.

1.1 研究背景

21世纪以来，人类就一直面临着环境污染、资源紧缺所带来的生存危机，环境保护和可持续发展已成为全球关心的重要议题。全球气温上升，环境趋于恶化，通过采取金融手段打点环境问题已引起世界共鸣。这几年来我国绿色能源得到发展支持，尤其大量增加了对风能、太阳能等领域的投资，以及快速增长了装机容量。中国的能源发展表现出多元化的趋势，但绿色能源的发展仍然存在着一些问题，例如缺少核心技术、低端产能过剩等。美日德等发达国家自20世纪70年代石油危机以来持久接连归纳采取法律、经济、金融等手段对绿色能源的技术研发、生产和消费进行宣扬，使对绿色能源发展进行全面支持的路线图得以产生，大量经验得以获取，并且使各自在绿色能源方面的比较优势得以建立。相比之下，我国虽然发展迅速，但仍然存在许多问题，经验较为不足，在绿色金融发展这个方面仍然有很大的进步空间。
