摘 要

高新技术产业是以科技研发与技术创新为主的高投入、高风险的科技密集型产业，这同样意味着高新技术产业所带来的是高额的产出回报。因此，作为促进我国经济发展的主导性产业，高新技术产业的良好发展对我国经济的持续增长十分关键。科技金融的发展促进着科技创新、成果转化，支持着高新技术产业的的融资活动，这些对高新技术产业的发展至关重要。为了使科技金融更有效的促进高技术产业发展，研究其影响机理有着重要的现实意义。

本文分为理论研究与实证研究两个方面。在理论研究方面对高新技术产业本身和科技金融体系做了更加深入了解，对科技金融支持高新技术产业发展的推动机制从资金支持和风险保障机制入手进行系统性分析。在实证研究方面，采用了我国自2005年以来的10年内的相关数据，以高新技术产业的科技和经济产出两项指标作为被解释变量，选取的代表科技金融体系的4项指标作为影响因素。考虑到控制变量的存在，通过构建分层的多元线性回归模型采用SPSS软件对研究结果进行分析与检验。实证结果表明政府引导下的财政科技投入多高新技术产业发展的促进程度最高，风险投资资金也较大程度的正向促进了产业的发展，资本市场和金融市场的因素的参数也为正，但推动高新技术产业发展的动力不足，仍有较大的提升空间。

最后，提出了研究模型中存在的不足并给予了改进方式，并且根据实证分析的结论提出相应的政策建议。

Abstract

High technology industry is a technology intensive industry mainly engaged in science research and technological innovation. It has the characteristics of high investment and high risk, which also means the high output returns brought by the high-tech industry. The development of the technological finance has promoting the technological innovations and scientific transformation results. And it supports the high-tech industries’ financing activities. All these things are vital to the development of those so-called high-tech industries. In order to make the technological finance to promote the development of high technology industry more effective,it has important practical significances to do researches on its influence mechanism.

This paper is divided into two parts, the theoretical study and the empirical study. In the theoretical research part, a more in-depth insight has been making into the high-tech industry itself and system of technological finance. Then the paper starts to do a systemic analysis on how the technological finance supports the development of high technology industry. The promoting mechanism works on the financing and risk safeguard mechanism. In empirical research,this essay uses the relevant data in ten years since 2005 of our country to do the research. The technological output and the financial output of high-tech industries are two indicators acted as explained variable. We select four indicators represent for the tech-finance system to be the effective factor. Considering the existence of the control variables, the paper finally builds a hierarchical multiple linear regression models with SPSS software to analysis and test results. The empirical results show that the fiscal expenditure on science and technology under the guide of the government plays the most important part in promoting the development of the high-technology industry. The risk investment fund is also positively promoting the development of the industry. The capital market and financial market factors are positive too, their power to promote the development of high-tech industry are still insufficient. There is no doubt that these factors still have a long way to go.

Finally, The paper come up with the shortages in the research model and give out some improving methods. Finally, corresponding policy recommendations are put forward according to the conclusion of the empirical analysis.

自改革开放以来，“科学技术是第一生产力”的提出让我们了解到科学技术对国家的发展水平有着巨大的影响，高新技术园区成为了21世纪的新兴产物。在国家的相应政策的扶持与科技型企业自我不断的发展中，高新技术产业的科技和经济产出越来越直观的影响到了社会的经济发展。高新技术产业作为一个聚集科技创新资源、营造优良的科技创新环境、孵化科技型企业、促进科技创新的成果转化和发展高新技术产业的基地，已然成为了一支带动区域经济发展和指导现代化建设的重要力量。^[1]《国家高新区“十二五”发展纲要》文件中明确了高新产业的发展方向和使命并首次提出了科技金融的概念。科技金融在科技型企业发展的过程中起到了至关重要的作用，在本文中我们主要来研究其对于高新技术产业发展的影响。
