摘 要

食品安全问题日渐成为全球热议的话题，近年来世界范围内的食源性疾病和食物中毒事件屡有发生，如何优化食品安全管理成为各国的重要议题。作为发展中国家的中国，食品安全问题更呈现数量多、范围广、原因多样化的特点，管理改革刻不容缓。

本文围绕食品安全管理模式进行了探讨。首先对中国食品安全的背景、探讨食品安全管理的意义和国内外研究进展进行了介绍，对食品安全及食品安全管理的内涵进行了界定；以美国和欧盟为例剖析其在政府、企业、社会参与方面的食品安全监管情况；然后从我国目前的食品安全管制模式——政府主导型出发，结合近年爆发热点食品安全问题和监管部门统计的数据分析管理现状，指出存在的政府高位缺失、企业信用缺失、社会参与度低的问题；运用对比论证的方法借鉴发达国家先进管理经验并结合我国特殊国情提出帮助政府部门提高监管效率的对策建议，并指出还应发挥企业、消费者、媒体、社会组织的作用，构建多元化食品安全管理框架。通过全民参与的方式，有效改善我国食品安全环境。

Study on Management Model of Chinese Food Safety

Abstract

Food safety has become a rising concern around the world. Food borne diseases and food poisoning incidents have occurred frequently in recent years. How to optimize the management of food safety has become an important issue in many countries. As a developing country, the problems of food safety are more and more numerous, wide-ranged and are caused by complex reasons. Therefore, it is quite urgent to reform the food safety management.

This paper focuses on the theme of food safety management model. Firstly, the background of Chinese food safety, the significance of food safety management and the current research progress are introduced. Then the definitions of the food safety and food safety management are given; And I take the United States and the European Union as an example to analyze its food safety supervision in terms of the government, enterprises and social participation; In addition, starting with current food safety management model of China-government oriented, combining with the recent outbreak of hot food safety issues and data retrieved by supervision departments, I point out the problem of low efficiency of the government, lacking of credit on enterprises and lacking of social participation; Finally, suggestions are putting forward to help the government to improve the efficiency of supervision through the method of comparison, which demonstrates developed countries’ advanced management experience and then I combines it with China's special national conditions. At the same time, enterprise, consumers, media agency and relevant organizations should also participate in food safety management to build a diversified food safety management framework. Through the universal participation, we can effectively improve the environment of food safety in China.

第一章 引言

1.1研究背景

生活水平的改善使得消费者对生活品质的追求不断提高，食品要求便是其中之一，而近年来全球范围内爆发的食源性疾病和食物中毒案例屡见不鲜。每年有6亿公民因为误食受生物或化学品污染的食品造成身体疾病，每年更有42万人因为食源性疾病死亡。

作为发展中国家的中国，更面临食品安全事件数量多、范围广、原因多样化的难题。近两年为McDonald’s、KFC等连锁店提供原料的上海福喜食品公司生产的鸡肉严重超过了保质期限、硫磺熏制过产生有毒成分的生姜、添加过量工业明胶的酸奶等这样的事件频频爆发，网民大呼可以放心消费的食品寥寥无几。据国家卫生计生委统计，在2015年接到食物中毒报告169起，与14年同比增加5.6%，2015年中毒人数达5926之多，比14年增加4.8%，死亡人数增加10.0%。消费者对食品最基本的安全的诉求无法得到保障。

1.2研究意义

尽管政府高度关注并采取措施来完善监管体系，但收效不尽如人意。我国近十几年才开始重视对食品安全管理的探讨，行业“多、小、散、乱、差”的状况更增加监管的难度。受污染食品的不断出现不仅严重威害国民的人身安全还导致了严重的信任危机，民众对于媒体上专家的言论嗤之以鼻，对政府的监督工作也怨声载道，这非常不利于我国食品工业和社会经济的发展。

本文通过分析中外现行管理模式的现状，指出其缺陷。单靠政府的力量只能对食品安全管理产生有限的作用，我国的企业、消费者、媒体等也渗透在食品链的各个关节中，本文提出多元共同参与监管的可能性推动食品安全管理模式的创新，号召企业、社会各界共同参与，加强各主体的相互沟通，织起严密的监管网，通过多方监管的方式确保生产、加工等环节不出差错。
