摘 要

能源危机问题的逐渐凸显，大气问题的日益恶化，使得新能源汽车的发展备受关注。研究和发展新能源汽车的相关技术以及促进产业发展已经成为世界汽车工业竞争中的下一战场。近年来，新能源汽车产业已经从产业酝酿期平稳过渡到新能源汽车的成长期，并于2014年进入了快速成长期。在世界能源危机和环保问题这两座大山的夹缝中，新能源汽车无疑会成为汽车世界的新未来。

在这个大前提下，我国汽车产业的下一阶段就是加大发展新能源汽车力度，本文围绕国内外新能源发展现状问题展开，以新能源汽车技术及应用理论为基础，探讨我国新能源汽车产业下一步的技术与政策的战略发展方向。首先对新能源汽车的概念及分类以及各类新能源汽车工作原理进行了阐述。归纳分析国外与国内新能源汽车产业技术现状与扶持政策现状，将我国与国外进行对比，指出我国现在新能源汽车产业的缺点，通过分析国内外新能源汽车发展现状和有关扶持政策来研究我国未来新能源汽车的战略发展走向，为我国新能源汽车产业的稳健高速发展提出建设性意见。

ABSTRACT

With the problems of energy and environment have become prominent, the development of new energy vehicles is gained more and more attention. Research and develop the technologies related to new energy vehicles and how to promote the industrial development have become the next focus of the world auto industry competition. In recent years, new-energy automobile industry has developed rapidly with a smooth transition from the start-up period to a growth stage, and even in the year 2014, to a fast-growth stage. Under this circumstance, strengthening the efforts to develop new-energy automobile become the primary task in the next stage.

Focused on the issues of new energy development at home and abroad, and based on the technologies and applied theories related to new-energy vehicles, this dissertation explored the proper technology and strategic development direction in the future. After introducing, the definition, classifications and the operating principles of the new-energy vehicle; this paper summarizes the technical environment and policy support at home and abroad .Then it gives a deep analysis of the environment of country’s new-energy vehicle by comparing the advantages and deficiencies of the related industries at home and abroad. Besides, it makes a research about its trend of future strategic development by analyzing its development situation and strategic support both at home and abroad. At lass, it attach importance to providing some advice for a steady and rapid development of the new-energy vehicle industries.

第1章 绪论

汽车产业在我国具有着决定性的作用，左右着我国市场经济的发展，一个好的汽车产业是社会发展的一大标志。但是在我们利用大自然创造美好生活，发展汽车产业的同时，能源和经济问题就出现了，环境被破坏，能源储量越来越少。随着全球金融危机，生态环境恶化与能源资源枯竭等问题的不断加剧，研究和发展新能源汽车的相关技术以及促进产业发展已经成为世界汽车工业竞争的下一个焦点。因为世界面临着能源的枯竭和环境被破坏的严重问题，新能源汽车一定会成为汽车市场的主战场。随着能源危机的日益加重，环境污染和全球气候变暖的危害越来越大，新能源汽车逐步引起了世界汽车世界的关注^[1]。汽车产业的发展趋势和世界对低碳的要求使得新能源汽车成为了汽车世界的未来。本课题试图通过对新能源汽车在国内外发展现状的研究，得出我国未来新能源汽车发展战略走向，从而使我国在新能源汽车市场上把握住这跨越式发展的一次机会，使我国真正成为汽车工业的龙头。近年来，包括我国在内的所有汽车生产国都已经加大了新能源技术的研发力度，用来提高自身汽车的市场适应力和市场竞争力。汽车工业可持续发展面对着能源与环境的巨大挑战，只有保证发展战略走向正确，才能促进新能源的发展，为低碳环保做出贡献，所以研究新能源汽车发展的发展趋势或战略方向对我国经济与环境的可持续发展具有非常重要的现实意义和理论意义^[2]。

现在全球的新能源汽车主要战场集中在美国，在美国销售的纯电动和插电式混合动力汽车，车型品种多样化，销售中的车型有18种之多，其中包括很多知名品牌，例如Volt、Leaf、Prius、Model S，畅销车型中排名前十的几种车型销量达到了9.45万辆，行业的集中度非常的高。其中夺得全美新能源销量冠军的雪佛兰Volt，一年中就销售了23094台。美国2013年一年销售了9.6万台纯电动和插电式混合动力汽车^[3]。特斯拉主力车型Model S 2013年一年中就在美国销售出了一万八千六百五十辆，比中国新能源汽车一年的销售总和都多，而且通用沃蓝达和日产聆风还领先于特斯拉，总销量排名第一和第二。
