摘 要

近年来，随着经济全球化的发展，国民生活水平的提升，我国对石油和化工品的需求不断增长，我国对石油化工品的需求越来越高。目前，我国大部分化学品依靠港口运输，但是在油港运输快速发展的时候也暴露了很多问题。我国很多油港都相继的发生了或大或小的火灾爆炸事故。因此,针对探究油港常见事故类型，辨识油港事故常见危险源，制定油港常见事故的紧急预防措施,具有非常重大的意义。

本文主要通过查阅资料了解我国油港常见事故类型,以及油港化学品的性质，探究引起油港事故的机理，学习分析油港事故常用的方法。事例分析以广州顺德县龙涌口的燃料化工厂的油轮发生严重的爆炸事故为例，运用事故树分析法，对事故进行定性定量分析并确定预防措施。最后以广州顺德县龙涌口的燃料化工厂的油轮发生严重的爆炸为例，结合查阅得到油港常见事故的原因，确定应对油港事故的对策和预防措施，有效的控制港口事故的发生。

Abstract

In recent years, with the development of economic globalization, the improvement of national living standards, China's growing demand for oil and chemical products, China's demand for petrochemical products is getting higher and higher. At present, most of our chemicals rely on port transport, but in the rapid development of oil port transport also exposed a lot of problems. In recent years, many of our oil ports have occurred in large or small fire and explosion. Therefore, it is of great significance to explore the common types of accidents in the oil port, identify the common hazard sources of oil and port accidents, and formulate emergency precautions for common accidents.

This paper mainly through access to information to understand the common types of oil ports in China and the nature of oil port chemicals, to explore the mechanism of oil port accidents, learning and analysis of oil port accidents commonly used methods. Taking the serious explosion of the oil tanker in the oil chemical plant of Longyongkou in Shunde County, Guangzhou as an example, the accident tree analysis method was used to qualitatively and quantitatively analyze the accident and determine the preventive measures. Finally, a common cause of emergency oil port of inspection is to determine the response to the oil port of accident countermeasures and preventive measures and effective control over harbor accidents

第1章 绪论

1.1研究油港安全事故的背景

改革开放以来，我国与世界的经济往来越来越频繁，经济全球化发展迅速，人民生活水平的提升，我国对石油和化工品的需求量不断增长，我国石油大部分依靠进口，这些大多都是靠海运完成，这些促进了我国港口迅速发展。从2002年起，我国各地就开始大力建设码头，从东部沿海到中部以及沿海城市，我国建立了大连，天津，惠州，湛江等多个港口，建设码头已经成为每个城市必须考虑的因素之一^[1]。

石油以及化学品的水路运输具有运输量大，周转方便，安全，运输过程中货物损耗就少等优点。但是也存在着很多缺点，如石油化工品具有易燃，易爆，易挥发，有毒等特点，在运输过程中，任何一个环节发生意外，都可能发生溢油以及火灾爆炸等事故，这些事故一旦发生就会造成严重的经济损失，对环境以及人身安全产生很大的威胁。从2006年英国邦斯菲尔德油库由于和的火灾爆炸事故到2010年7月辽宁大连市中石油国际储运公司的原油罐区输油管道的管道泄漏造成的爆炸事故，这些事故都表明了对港口事故的研究以及预防刻不容缓。
