摘 要

国民经济动员是国家安全战略的基本组成部分，对维护国家安全、统一、稳定和发展有重要意义。国民经济动员仿真演练是国民经济动员准备工作的重要内容之一，有着成本低、灵活性高等优点。在国民经济动员仿真演练系统中，文书管理功能是重要的一个功能，以往在演练过程中往往需要由演练人员当场编辑所需文书，这样耗时耗力，如果编辑人员稍微大意一些还可能存在错误，为解决这些问题，本文提出了一种智能化的文书管理方法，能够根据演练内容等信息自动生成文书，简化操作人员的工作负担，保证文书的信息正确。

论文第一章做了国民经济动员仿真演练文书管理系统研究背景及意义和研究现状介绍；第二章介绍了关系到文书管理的国民经济动员组织结构和指挥模式，解释了文书管理中名词，进行了文书格式和系统需求分析；论文第三章介绍了系统开发环境，设计了系统整体结构和三大功能模块。三大主要功能模块包括文书域管理、文书模板管理和文书组与文书模板关联，三大功能模块考虑了文书的各项信息内容，包括文书的格式问题以及文书中的仿真信息、指挥信息等数据的填写和替换，还有文书的文书组存放管理方法;论文最后一章进行了实例操作演示和演练中文书调用测试，验证了系统的可操作性和实用性。

此次设计立足于相关的理论知识，结合国民经济动员仿真演练的过程中对文书功能的实际要求，研究和设计一个符合现代信息化技术要求的离散式文书配置管理系统，实现了文书的数字化快速编辑和自动生成。

Abstract

National economic mobilization is an essential component of the national security strategy and is important for safeguarding national security, unity, stability and development. National economic mobilization simulation exercise is one of the important contents of the preparation of national economic mobilization, with low cost and high flexibility. To solve these problems, this paper presents an intelligent instrument management method, according to the contents of the exercise and other information automatically generate instruments to simplify the workload of the operator to ensure that the information is correct.

This paper introduces the research background and significance of the national economic mobilization simulation training instrument management system, introduces the organization structure and the command mode of the national economy mobilizing the clerical management, explains the nouns in the clerical management, and carries out the document format and system requirements Analysis; also introduced the system development environment, designed the overall structure of the system and the three functional modules. The three main functional modules include document domain management, document template management and clerical group associated with the document template. The three functional modules take into account the information content of the instrument, including the format of the instrument and the simulation information, command information and other data The paper puts forward the operation and the practicality of the system. Finally, the paper introduces the operation and demonstration of the system and demonstrates the operability and practicability of the system.This design is based on the relevant theoretical knowledge, combined with the national economy mobilization simulation process in the process of the actual requirements of the instrument function, research and design a database based on the distributed paper job management system, in order to achieve the online editing and fast automatic generation.

1.1研究背景及意义

国民经济动员是国家调动经济资源潜力和社会的物理、财力应对紧急事态的活动，它是国家安全战略的基本组成部分，对维护国家安全、统一、稳定和发展有重要意义^[1]。在国家经济体制转轨和战争形态转换的新的历史条件下，国民经济动员定位于为打赢信息化战争和应对突发事件服务。

当今世界正发生深刻复杂的变化，维护国家安全的任务更加艰巨。除了面临着传统安全的军事威胁外，国家还面临着诸多非传统安全威胁，如经济安全、金融安全、生态环境安全、信息安全、资源安全、恐怖主义、武器扩散、疾病蔓延、跨国犯罪等。同时，以信息化为代表的世界新军事变革成为人类文明史上影响最深远的一次军事革命，已引发战争形态的根本改变^[2]。在国家经济体制转轨和战争形态转换的新的历史条件下，我国军队也确立了以打赢信息化条件下局部战争能力为核心和具备完成多样化军事任务能力的新战略。在新的形势下，国民经济动员应服务于打赢信息化战争和对应冲突事件，其内涵需要做出相应的调整，以实现由传统国民经济向新型国民经济动员的转变^[3]。
