摘 要

随着改革开放程度的进一步加深，人们的物质文化水平得到了长足发展，且传统社会服务体系已无法有效满足人民日益增长的物质文化诉求和对美好生活的向往的渴求，换言之，之前原有的社会服务体系已经不能满足人们日益增长的需求，政府需要一种新的手段来更好地满足人们不断变幻的物质、文化需求，基于此，社会工作机构开始兴起。社会工作机构的出现不仅全面满足了人们的生活需要，同时也加速了社会工作职业化的进程。在收到民众支持的同时也引起了各方的普遍关注。基于社会工作发展的现状，部分社会工作机构已经成为基层社会治理的重要助手和伙伴，并得到了一定的认可和接纳。近年来，社会工作机构运营和发展机制问题也得到了相关学者的高度重视，逐渐成为一门显学。但是，专业社会工作机构，尤其是民间力量领办的民非性质的社会工作机构仍然在我国是一个新生事物，面临着各种各样的现实困境。

本文以无锡市X区L社会工作事务所的个案分析，系统考察其成立的过程、运行的现状、面临的现实困境，期望能通过L社工机构在运行中存在的一些问题的分析研究，并且根据问题提出有效的对策和建议，从而能为其他社会工作机构的发展提供参考，提高和促进社会工作机构能良好持久地发展，促进社会和谐。

The present situation and research of the operation of social work institutions

——Taking L Social Work Office in X District of Wuxi as an example

Abstract

Since the reform and opening up, our country has been greatly developed, the people's income has been improved, the living standard has also increased significantly, followed by the diversity of people's needs, and the previous social service system has been unable to meet the growing needs of the people, the government needs a new means to better meet the needs. Based on the ever-changing material and cultural needs, social work organizations began to rise. The emergence of social work institutions not only fully meets people's living needs, but also accelerates the process of professionalization of social work. While receiving public support, it has also aroused widespread concern. Due to the development and publicity of social workers in various parts of the country, a number of social work organizations have been well developed and recognized. In recent years, some scholars have also paid attention to the development model and operating mechanism of social work institutions, but the social working institutions are still new things in the country, which also determines that the development of social work institutions will not be smooth and will meet various problems.

In the internship, I was fortunate to have participated in a one month internship of the L Social Work Office in X District of Wuxi. During the internship, through the collection and field observation of the relevant information of the L Social Work Office in X District of Wuxi City, the background and purpose of its establishment, as well as the investigation of the operation mode of the social work in this area, are expected to pass through. Through the analysis and research of some problems existing in the operation of L social workers, and put forward effective countermeasures and suggestions according to the problems, it can provide reference for the development of other social work institutions, improve and promote the social work institutions to develop well and protracted, promote society and harmony.

1、背景

当前，我国正处于社会经济转型发展的历史新阶段，面临着新的机遇和新的挑战，表现为社会问题的集中多发和公民对社会服务需求的多元化、多样化、复杂化、个性化等等，基于民政系统的传统服务模式已服务有效满足上述多元化利益诉求，迫切需要进行社会服务的供给侧结构性改革，这不仅是我国基层社会现代化治理体系的有效组成部分，也是我国全面实现小康社会的重要抓手之一。
