摘 要

近年来，中国在城市贫困治理方面一直由政府全面主导，忽视了社会多元主体的共同参与。本文着力研究城市贫困治理中的社会参与。

本文由五章组成：第一章是论文的绪论，介绍了本文的研究背景及意义、研究思路及方法、并对相关概念进行了界定。第二章阐述了社会参与的理论基础。第三章概括了我国城市贫困治理的基本现状，包括我国城市贫困群体的总体现状和当前我国城市贫困治理的主要措施与问题。第四章论述了城市贫困治理中社会参与的可能性与必要性。第五章从政府、企事业单位、非政府组织、社区和志愿者、贫困人群这几个角度提出了充分发挥社会参与在城市贫困治理中的重要作用。

Research on the social participation in Urban Poverty Governance

Abstract

With the rapid development of urbanization and the interest rate of market-oriented reform, the problem of urban poverty in China is becoming increasingly prominent.In recent years, China has been dominated by the government in the urban poor governance, and has ignored the common participation of the social multi subjects.

This paper is composed of five chapters.The first chapter is the introduction of the paper, introducing the background and significance of this study, research ideas and methods.and the relevant concepts were defined in this chapter.The second chapter expounds the theoretical basis of social participation.The third chapter summarizes the basic situation of urban poverty governance, including the overall status quo of urban poverty groups in China and the main measures and problems of urban poverty governance in China.The fourth chapter discusses the possibility and necessity of social participation in the governance of urban poverty.In the fifth chapter, from the perspectives of government, enterprises, institutions, NGOs, communities and volunteers, the poor people, the important role of social participation in urban poverty governance is proposed.
