摘 要

本文以延迟退休这一颇受关注的公共政策的制定过程为例，通过对延迟退休公共政策的制定过程的个案研究分析政府、市场和公众在这一公共政策制定过程中所起的作用，并试图分析其各自存在的问题、问题产生的原因，以及解决的问题的方法建议。基于延迟退休这一公共政策的实际制定过程中所反映出的问题、弊端，浅析我国公共政策制定过程中的政府、市场与公众之间应然的合理定位。

在结构上本文先整理分析出延迟退休政策的制定现状，根据所学的公共政策理论知识分析在政策制定过程中政府、市场与公众所扮演的角色。依据新公共管理理论的观点，如同经济上存在一个经济市场，政治上也存在着一个政治市场。在公共政策的制定过程中，政府作为公共政策制定过程中的组织管理者，公众作为公共政策制定过程中的参与者，都希望在政治市场中寻求自身利益的最大化。为使公共政策制定决策过程更加科学、民主、法制，需要政府、市场和公众三方合作，共同分担公共政策制定的责任。

Abstract

This paper takes the process of making public policy about postponed retirement concerned by people for instance, and analyzes the role played by the government, market and the public in this process on the case study of making public policy about postponed retirement. In addition, the thesis tries to make an analysis of their respective current problems, the causes for the problems and suggestions on solving these problems.Based on this postponed retirement public policy-making process reflected the actual problems, shortcomings of our public policy makers ought reasonably positioned between the process of government, public and the market.

Finishing first in the structure of this paper to analyze the current situation of the development of postponed retirement policy analysis in the policy-making process in the government, the market and the public in accordance with the role of public policy theoretical knowledge learned. Based on new public management theory point of view, as there is a market economy on the economy, politics also exists a political market. During the development of public policy, the government as a public policy-making process of the organization's management as a public policy-making public participation in the process, want to seek to maximize their own interests in the political market. To make the public policy decision-making process more scientific, democratic and legal system, the government, the market and the public tripartite cooperation and shared responsibility in making public policy.

第1章 绪论

1.1 研究背景

我国现行的国家法定的退休年龄为男性六十岁，女性五十五岁，最早是在二十世纪五十年代的劳动保险条例规定的。随着我国日新月异的跨越式发展，经济医疗水平提高，人口情况的差别，这条规定已经越来越不符合我国劳动力市场的需求，造成老年人力资源的浪费。此外，由于养老金体系长期收支不平衡产生亏空，加之人口老龄化国家难以承受巨大的养老负担，政府提出延迟退休政策予以提高人才的利用率，弥补养老金空缺。2012年我国就有相关负责人曾经提出过实施延迟退休的政策，但遭到民众的强烈反对。

民众一直以来对于切合自身实际利益的延迟退休公共政策的制定也颇为关注，目前大多数民众密切关注着延迟退休政策的正式方案的出台，延迟退休对于普通民众而言则意味着在我国现行的法定退休年龄的基础上增加工作时间。2013年的一组问卷调查显示民众对于延迟退休大多数持反对态度，一些人认为政府实行延迟退休政策只是当权者为了使自己手中的权力时限更长久而提出制定。民众大范围的反对，延迟退休政策制定过程中一度因为民众对于延迟退休的反对声太大而搁置，使政府不得不寻求渐进式发展。
