摘 要

2018年中央一号文件《关于实施乡村振兴战略的意见》明确提出要完善建立“法治、德治与自治相结合”的乡村治理体系。2019年6月底，中共中央办公厅、国务院办公厅印发《关于加强和改进乡村治理的指导意见》（后简称《意见》）指出要“支持多方主体参与乡村治理”，具体来说要“建立以基层党组织为领导、村民自治组织和村务监督组织为基础、集体经济和农民合作组织为纽带、其他经济社会组织为补充的村级组织体系”，进而再次点明了合作社参与的作用与意义。那么，合作社参与的必要性是什么？其具体参与路径又是什么？又应如何推动合作社参与乡村治理的路径完善？回答这些问题正是本文的出发点和意义。

本研究从当前乡村治理的困境出发，指出结构性困境是导致乡村治理困境的主要原因。这意味着要解决困境，实现新型治理体系，就要从结构上破解不匹配的问题，这是合作社参与乡村治理的逻辑出发点与必要性。针对这一困境，提出了合作社参与的“村域内——村域——跨村域”的立体架构及其功能分层。

当然，合作社对乡村治理的参与的路径完善还有较大的可挖掘空间。针对这个问题，本文提出了推动合作社参与乡村治理路径完善的四点建议，分别是充分发挥农民的主体作用；大力发展农民合作社；鼓励发展各类农民主体、多元介入的农村合作社及形式；积极推动各级政府部门转变职能。

Abstract

The 2018 central committee's No. 1 Document, "opinions on the implementation of the rural revitalization strategy, " clearly called for the establishment of a "rule of law, Tokuji and the combination of autonomy, " the rural governance system. At the end of June 2019, the General Office of the Communist Party of China and the State Council General Office issued the guiding opinions on strengthening and improving rural governance (hereafter referred to as the opinions) , which stated the need to "support multi-subject participation in rural governance" , specifically, "A village-level organization system should be established, with the grass-roots Party organizations as the leadership, the villagers' autonomous organizations and the village affairs supervision organizations as the basis, the collective economy and the farmers' cooperative organizations as the link, and other economic and social organizations as the complement. " Then point out the function and meaning of the cooperative participation once more. So what is the need for cooperative participation? What is the specific path of its participation? How to improve the path of cooperative participating in rural governance? To answer these questions is the starting point and significance of this paper. Starting from the current dilemma of Rural Governance, this study points out that the structural dilemma is the main reason leading to the dilemma of rural governance. This means that in order to solve the dilemma and realize the new governance system, we must solve the problem of mismatch in structure, which is the logical starting point and necessity of cooperative participating in rural governance. Aiming at this dilemma, this paper puts forward the three-dimensional structure and functional stratification of the cooperative participation in the "Foshan inter-village area" . Of course, there is plenty of room for improvement of the cooperative's participation in rural governance. In view of this problem, this paper puts forward four suggestions to promote the cooperative to participate in rural governance, which are to give full play to the main role of farmers; We will encourage the development of rural cooperatives and other forms of multi-dimensional intervention by farmers, and actively promote the transformation of the functions of government departments at all levels.
