高校教师党支部书记“双带头人”队伍建设现状与对策研究——以湖北省高校为例毕业论文

摘 要

高校教师党支部书记队伍建设是高校党建工作中的重点和难点问题。党建带头人、学术带头人(即“双带头人”)是高校教师党支部书记的理想形态。加强高校教师党支部书记“双带头人”队伍建设,对于推动高校党的建设与教学科研相融合、发挥教师党支部战斗堡垒作用、推进高等教育内涵式发展都具有很强的现实意义。本研究以湖北武汉地区为例,通过问卷调查和电话访谈的方式收集资料,了解高校推进教师党支部书记“双带头人”培育工程的实际情况,发现其中存在的问题,进而提出健全和完善教师党支部书记“双带头人”队伍建设机制的对策建议。研究认为,武汉地区高校教师党支部书记“双带头人”覆盖比例高、发挥作用好,队伍建设的良性机制初步形成,但还要采取综合的、有力的措施,进一步提高“双带头人”队伍建设质量。研究建议,要提高政治站位,更加明确高校教师支部书记“双带头人”队伍建设的目标定位,广泛凝聚思想共识,充分落实制度保障,努力解决“双带头人”队伍的选拔任用难题,不断改进“双带头人”队伍的教育培训工作,认真做好“双带头人”队伍的考核评价工作。

Abstract

The construction of College Teachers' Party branch secretary team is the key and difficult problem in the work of college party construction. The party construction leader and academic leader (namely "double leaders") are the ideal form of the Party branch secretary of teachers in Colleges and universities. It is of great practical significance to strengthen the construction of the "double leaders" team of the Secretary of the Party branch of teachers in Colleges and universities for promoting the integration of the Party Construction in Colleges and universities with teaching and scientific research, giving full play to the role of the fighting bastion of the Party branch of Teachers, and promoting the connotative development of higher education. Taking Wuhan as an example, this study collected data by means of questionnaire and telephone interview to understand the actual situation of promoting the cultivation project of "double leaders" of the Secretary of the Party branch of teachers in Colleges and universities, found out the existing problems, and then put forward countermeasures and suggestions to improve and perfect the team construction mechanism of "double leaders" of the Secretary of the Party branch of teachers. The research shows that the coverage ratio of "double leaders" of the Secretary of the Party branch of university teachers in Wuhan is high, the role is good, and the benign mechanism of team building is initially formed. However, comprehensive and powerful measures should be taken to further improve the quality of "double leaders" team building. The research suggests that we should improve the political position, make clear the target orientation of the construction of the "double leaders" team of College Teachers' branch secretaries, widely gather common ideas, fully implement the system guarantee, strive to solve the selection and appointment problems of the "double leaders" team, constantly improve the education and training of the "double leaders" team, and conscientiously do a good job in the assessment and evaluation of the "double leaders" team Work.
