摘 要

公共艺术是一种艺术创作的思想方式，传达着艺术对公众的态度，体现了公共空间开放、交流与共享的民主思想。公共艺术的设计、实施和维护，不应该脱离对城市所具有的地理环境和自然资源的战略性考虑，无论是出于对人类赖以生存的自然资源的爱护还是处于对地方性特色表现的某种需要，都使我们有必要从一个地方或区域的生态及大景观的视野去考虑公共艺术的存在的基础。

公共艺术设计的公共性表现为一个独立的领域即公共领域，它和私人领域和权力机构都是相对的，它讨论的是社会的公共事项，可以说“公共领域说到底是公共舆论”，它是对社会公民参与公共事务的权利的肯定，是人们对基本权利的享受。“公共”作为艺术的定语来说明公共艺术是共享的，而非个人，是以共享和交流为前提的。笔者着眼于公共艺术设计的公共性实现，结合公共艺术设计的实践，探究公共艺术的本质特征所引发的思考和体会，就如何实现公共艺术设计的公共性提出自己的见解。

公共艺术的核心是让更多的人真正享受艺术的权利，提高民众的生活品质和城市的精神内涵，实现其特有的性质——公共性。

Abstract

Public art is an art form of thought, which conveys the attitude of art to the public, and embodies the democratic thought of public space, openness, communication and sharing.

Design, implementation and maintenance of public art, should not be out of the city of geographical environment and natural resources strategic consideration, whether out of natural resources for human beings rely on to take care of some need or in the performance with local characteristics, makes it necessary to from a local or regional ecological and landscape view to consider the existence of public art foundation.

The publicness of public art design that is as a separate field of the public domain, it and the private sector, and authority are relative, it is discussed the social public matters, can say "the public domain at the end of the day is the public opinion", it is certainly in social citizens' right to participate in public affairs, is the enjoyment of basic rights.

"Public" as an attribute of art shows that public art is Shared, not individual, based on sharing and communication.

The author focuses on the commonality of public art design implementation, combined with the practice of public art design, explore the essence of public art of thinking and understanding, how to realize the publicness of public art design put forward their own opinions.

The core of public art is to let more people enjoy the art of real rights, improve people's quality of life and spirit of the city, to achieve its unique properties, publicity.
