摘 要

本文为了对PPP项目绩效指标体系的构建提出新的方法与建议，集中研究了PPP项目的特点与绩效评价的内容与方法，加入自己的思考，提出了能够在实际项目运营中得以运用的PPP项目绩效指标体系，可以为PPP项目在实际运营中的绩效评价提供一些思路和方法。

论文首先对PPP项目的研究现状和发展情况进行了研究，继而对PPP项目绩效评价进行了学习和分析，并选用了相应的方法以达到对项目关键性因素的选取，筛选，进而得到了一系列具有普遍适用性的PPP项目绩效指标，最终构建了一个能够为项目决策提供依据的绩效指标体系。

研究的结果表明，PPP项目的绩效评价能较为直观地反映项目全寿命周期内的运行状况，同时也对项目决策有一定的帮助。现阶段PPP项目还在发展中，其运行效率和实际效益都有待提高，因而PPP项目的绩效指标体系研究有其必要性和重要性。

本文的特色：本文对于PPP项目绩效指标的研究虽然不算深入，但构建的绩效指标体系有一定的实际操作性和有效性，可以为之后的学者研究提供一定的思路。

Abstract

In order to put forward new methods and suggestions on the construction of PPP project performance index system, this paper focuses on the characteristics of PPP project and the content and method of performance evaluation, and then combines the two to put forward a PPP project performance index system with certain practical significance.And it will provide some ideas and methods for the performance evaluation of PPP project in actual operation.

Firstly, the paper researches on the research status and development of PPP project. Then, the performance evaluation of PPP project is studied and analyzed, and the corresponding method is selected to select the key performance indicators of the project, and then a series of project performance indicators with universal applicability can be found.In the end,a performance index system can be set up to provide basis for project decision making.

The results of the study show that the performance evaluation of PPP project can reflect the running status of the project life cycle intuitively, and also does some help to the project decision making. At present, the PPP project is still developing, its operating efficiency and practical benefits are to be improved, so the PPP project performance index system research has its necessity and importance.

The characteristics of this paper: Although the study of PPP project performance indicators is not deep, but the performance index system has a certain practical operability and effectiveness, and it can provide some thinking for later scholar.
