摘 要

随着我国的经济水平的不断增长，车辆数量的增加，社会对于交通基础设施的需求也逐渐增加，其中就包括高速公路建设。高速公路项目的资金投入很大，如何利用现有的资源对于项目进行合理的建设是建设方一直需要考虑的问题。政府部门无法承担巨大的资金量，需要同社会上的私营建设机构相互合作完成，因此引入PPP融资模式，怎样利用好PPP模式得到物有所值的结果也是值得研究和深思的过程。PPP模式为公私合营模式，是一种新型融资模式。它可以使公共部门与私营部门在一个高速公路建设项目中各自发挥其功效，并且在风险面对过程中依据自身条件对于风险进行合理的分担。

本文主要研究内容：从PPP项目的最基础概念入手，对于PPP项目的各种利弊进行分析，之后就高速公路项目的独特性进行分析，与PPP项目的个性进行整合，得到高速公路PPP项目的定义特点；对于风险进行相关的分析，比如风险的分类以及风险的相关管理方案，之后针对高速公路PPP项目可能遇到的风险进行管理评估；依据博弈论相关的知识点，建立起讨价还价模型，可以使得各投资方的风险分配比例得到数字般准确的结果；在高速公路PPP项目的风险管理模型之上，针对我国基础设施建设市场中可能遇到的风险进行分析提出相对公共部门和私营部门于PPP项目风险分担解决方案，并最终得到结论。

Abstract

As China's economic level continues to grow and the number of vehicles increases, the demand for transportation infrastructure is also increasing, including highway construction.The capital investment of expressway project is very large, and how to make use of the existing resources to construct the project reasonably is the problem that the construction party should consider all the time.Government departments can not bear the huge amount of funds, private institutions and the construction of social cooperation, so the introduction of PPP financing model, how to use PPP mode process value result is worthy of study and reflection.The PPP model is a public-private partnership, and it is a new financing model.It can make the public and private sectors play their respective roles in a highway construction project, and share the risks reasonably according to their own conditions in the face of risks.

The main research contents of this paper: starting from the basic concept of the PPP project, for a variety of advantages and disadvantages of PPP project are analyzed, then the uniqueness of expressway project analysis, and integration of the PPP project personality, get the definition and characteristics of Expressway PPP project;The relevant analysis for risk, such as risk classification and risk management plan, management risk assessment for highway PPP project may be encountered; according to the relevant knowledge of game theory, establish the bargaining model, can make the risk allocation proportion of each investor get accurate results;On the basis of the risk management model of Expressway PPP project, aiming at the possible risks for China's infrastructure construction market in the analysis of the relative public sector and the private sector in the PPP project risk sharing solution and get the final conclusion.

一个国家的综合国力的体现，不仅仅在于经济方面的变化，也取决于国内基础设施的普及情况，高速公路效率高、运输能力强、安全性方面有保障，可以帮助提升区域整体竞争力。2017年2月3日，交通运输部正式印发了《交通运输“十三五”发展规划》。“十三五”发展总体规划为：到2020年，公路通车里程达到500万公里，高速公路建成里程达到15万公里，建制村通硬化路率达99%。完善高速公路网络，加快推进由7条首都放射线，11条北南纵线，18条东西横线，以及地区环线，并行线，联络线等组成的国家高速公路网建设，尽快打通国家高速公路主线待贯通路段，推进建设年代较早，交通繁忙的国家高速公路扩容改造和分流路线建设。有序发展地方高速公路。加快高速公路与口岸的对接。到2020年，基础交通运输现代化将在我国得到普及，拥有安全高效的运输模式。为了完成上述目标，加大投资必不可少。

面对如此大的投资需求， 政府提供的资金已远不能满足整个高速公路行业发展的巨大的投资，因此引入PPP模式，私营企业雄厚的经济实力可以被公平合理的运用，同时在项目运转中先进的技术设备以及丰富的管理经验可以不断被提出，可以与公共部门共担风险同时又提高了PPP项目的建设效率，节约了资本金，最终以更高的质量，更高的效率提供公共服务。这种方法已经引起了国内外的广泛关注，并在各个国家的基础设施建设中得到广泛应用。
