摘 要

招投标作为最具竞争的一种采购方式，正在不断的深入到社会生活的各个方面，不但对宏观经济带来影响，而且正不断的融入到微观个体的行为中。因此，建设工程全面实行工程量清单报价正是当前推行我国工程造价管理的必由之路。本投标书以某市医院门诊楼项目为例子，编制了某市医院门诊楼项目投标文件。内容主要包括投标函、投标资格审查文件、商务标和技术标四个部分。

商务标是根据建设工程工程量清单计价规范，湖北省建筑工程与装饰工程计价表，湖北省建筑与装饰工程费用计算规则等规范编制的投标报价，将作为投标中标的主要经济依据。主要包括基础工程、主体工程、装饰装修工程的工程量计算及报价。

技术标包括施工组织设计，施工进度表及施工平面布置图等内容。本施工组织设计以设计文件为依据进行编写，编制时对目标工期、工程质量、项目管理机构设置、劳动力组织、施工场地的有效利用、施工进度计划控制、机械设备及周转材料配备、主要分部分项工程施工方法、安全保证措施、文明施工及环境保护措施、降低成本措施等诸多因素综合考虑分析，突出科学性及可行性,确保工程顺利进行。

Abstract

As one of the most competitive ways of procurement, bidding is constantly deepening into all aspects of social life, not only to the macroeconomic impact, but also into the micro individual behavior. Therefore, the full implementation of the construction project bill of quantities is the only way to promote the implementation of China's project cost management. This tender is a city hospital outpatient building project as an example, the preparation of a hospital outpatient building project tender documents.The contents mainly include four parts: bid letter, bid qualification examination document, commercial bid and technical bid.

Business standard is based on the construction project quantity list pricing norms, Hubei province construction and decoration engineering meter, bidding rules specification calculation of Hubei province construction and decoration engineering cost, the main economic basis as the tender bid. Including the basic engineering, the main project, decoration engineering quantity calculation and quotation.

Technical standards include the construction organization design, construction schedule and construction layout, etc.. The construction organization design for the preparation of design documents as the basis, prepare to target period, project quality, project management organization, labor organization and the effective use of construction site, construction schedule control, mechanical equipment and materials, mainly with partial construction method, safety assurance measures, civilized construction and environmental protection measures to reduce the cost of measures and many other factors to consider the comprehensive analysis, the outstanding scientific and feasibility, to ensure the smooth progress of the project.

第1章 绪论

从1984 年开始，工程招投标承包制在我国得到迅速发展，全国应招标工程的招标率呈上升趋势，覆盖面逐年提高。以标底为中心的招标报价体系，以百分制为主体的评标定标方法，招投标法规体系以全国性法规和地方性法规互为补充是我国建筑招投标制度的主要特点。至今全国各省、地、县都相继成立了建筑业招投标管理机构，并基本有一套因地制宜的招投标管理办法，形成了全国范围的管理网络。工程招投标作为商品经济中一种有效的竞争方式，在工程建设中对于确保工程质量、缩短建设工期、降低工程造价、提高投资效益、保护公平竞争起到了良好的作用，给建筑施工企业的发展带来了机遇和活力。

本文以某市医院门诊楼项目投标文件为例子，采用工程量清单计价的方式，完成商务标与技术标的编制。其中本工程的工程概况：建设规模：约136009 m2。

框架剪力墙结构，住院楼地上19层，地下一层，门诊楼地上5层，地下一层。筏板基础。

计划工期：317日历天；计划开工日期：2017年7月。
