摘 要

本工程为荆门市第一人民医院南城区医院一期工程，位于南城区医院南部，建筑西临象山大道，南靠军马场路，东接军马场一路，北临医院绿化用地，本工程有一层地下室，其中A区为设备用房区，B区平时为地下停车库和食堂，C区平时为地下停车库、高压氧仓、医疗设备用房、库房。B区C区部分战时为人防藏人防护单元，人防建筑面积为5078.5㎡，防护区有效面积为3300.0㎡。地上A区19层，B区C区有五层。其中A区一到五层为医技区，B区一到五层为医技区，五层以上为病房区。

本投标文件是依据招标文件、相关规范及法规等文件，运用广联达计价软件辅助完成的。该投标文件由三部分组成：综合标、商务标部分以及技术标部分。综合标部分主要是介绍投标单位的概况及相关资质。投标文件的商务部分主要包括分部分项工程量清单计价表、措施项目清单计价表、其他项目清单计价表和综合单价分析表等。技术标是对本项目的施工组织设计，以及该项目的管理机构的设置。

Abstract

第1章 绪论

工程招投标作为目前的工程承发包的主要形式，已经广泛的在全国实施。这是一种通过竞争的手段获得工程项目，通过合理公平的手段选择承包人，以这样的方式可以做到：工程质量的保证，工程进度的保证，能较为有效的控制工期，在我国这样的经济体制下，由于招投标保持这公平、公正、公开的道德准则，一直被国内广泛应用，从1982年开始推行招投标制度的试点，到2001年实行《中华人民共和国招投标法》，我国不断地完善这招投标制度，但总体还是有较大的问题存在：串标围标，过度竞争等现象还是较为频繁，缺少规范的招标代理机构，法律制度尚不完善。这说明国内的招投标制度还有较大的完善空间。

对于西方国家而言，则有一些先进的理念在招投标制度方面。西方国家主要是由政府采购代理，没有专门的招标代理机构。迄今为止，政府采购代理的观念在西方国家已经被逐渐的接受。
