摘 要

由于建筑固体废弃物的回收、循环利用能够节约自然能源与资源，实现清洁生产并形成循环经济产业链，从而保护我们人类的生存环境、走可持续发展的道路，我们应加紧对建筑固体废弃物循环再生利用的研究，使废弃物成为循环经济中的一环，从而将其纳入生态平衡体系之中。

本文首先介绍了论文研究的背景、目的和意义，对建筑固体废弃物循环利用的国内外研究现状、主要研究内容、预期目标等进行了综合论述，归纳了目前国内有关的法律制度，并说明现阶段我国对建筑固体废弃物的管理与处理等方面存在的不足，从而为研究建筑固体废弃物循环再生利用管理提供了理论条件和依据，这是建立和完善管理体系的基础。其次，通过查阅大量文献资料，对建筑固体废弃物做出了分类，并对几种常见的废弃物的性能指标做出了一定的分析，并且归纳了我国废弃物循环利用的一些控制标准。再者通过对我国建筑废弃物产量的数据统计得出了建筑固体废弃物总产量的估算公式，在此基础上进行了建筑固体废弃物处理的成本-效益分析。最后对建筑固体废弃物管理流程做出了一定的优化，并对其成本补偿机制给出了一定的建议。

Abstract

Since the recycling and reuse of construction solid waste can save natural energy and resources, and achieve cleaner production and recycling economy industrial chain of closed-cycle, so that it can protect human beings’ living environment and lead us to sustainable development path. So we should research on the recycling and reuse of construction solid waste intensely in order that waste becomes a part of circular economy, so as to be incorporated into the state of equilibrium system.

This paper introduces the background, purpose and significance of the research firstly, discusses the status quo of the construction of solid waste recycling research at home and abroad, the main contents, the expected objectives comprehensively, sums up the current domestic legal system, and explains the problems we have in the aspects of the management and disposal of construction solid waste at present, so as to provide theoretical conditions and basis for the study of construction solid waste recycling and reuse management, which is to establish and improve the basic management system. Secondly, through reviewing plenty of datum, the paper makes a classification of the construction solid waste, and analyses the performance index of several common waste, and sums up some control standards of waste recycling in our country. Furthermore, by the data statistics of China's construction waste production the paper reaches a construction solid waste estimation formula of different types of engineering, according to which it makes cost and benefit analysis of the construction solid waste. Finally, it makes some optimization for management process of the construction solid waste, and gives some suggestions for its cost compensation mechanism.

建 筑 物在新建 、 维 修 、 拆 除 等 过 程 中会产生各种各样的垃圾，比如废弃的混凝土、生锈的钢筋、碎砖块、瓦块、废旧木材等等 ^{[ [1] ]} ，这些垃圾我们把它们统称为建筑固体废弃物 。 长 期 以 来 ，众所周知，高 投 入 、 高 污 染 、 高 耗 能 、 低 收 益是 建 筑 业很明显的特征，它所采用的是粗 放 型 生 产 方 式 ，由此会产 生大 量 的 建 筑 固 体 废 弃 物，给 环 境 、 资 源 带 来 了 巨 大的危害。

目 前 ， 我 国经济迅速发展 ， 建 筑固体废弃物的年 排 放 数 量 已 经 超 过 4 亿 吨 ^{[ [2] ]} ， 但 是现 阶 段建 筑 固 体 废 弃 物 资 源 化 的 相 关 工 作 并没有完全跟进 ，我们国家、我们社会一点也不重视废弃物的循环利用工作，因此这方面的研究开展的很不好。一方面，我们并没有制定相关的 政 策法规来 对监 理 单 位、 施 工 单 位 、建 设 单 位产出 的 建 筑固体 废 弃 物的数量做出明确的限制 ， 另一方面，社会对建筑行业没有很高的期望而只 是要求安全文 明 施 工，也就是说约束还远远不够。
