摘 要

随着我国目前建设项目大型化、技术要求精细化、管理复杂化的趋势日益明显，传统承发包模式难以满足建筑业的发展需要，我国自进入21世纪后开始大力推广EPC模式。EPC模式中，EPC总承包商不仅对项目的设计、采购、施工各阶段的工作负责，还对项目的质量、成本和工期进行整体把控，因此EPC总承包商的优选对于项目的成功至关重要。但EPC模式在我国发展时间较短，EPC总承包商的选择方面往往与投标价密切相关，因此建立一套完成的EPC总承包商的评价和选择体系对于推广EPC模式在我国的广泛应用显得尤为重要。

本文在国内外研究成果的基础上，以EPC总承包商能力评价和选择为核心，首先通过文献研究法对EPC及其他承发包模式的内涵进行系统的对比分析，明确了我国推广EPC模式的必要性。根据相关资料总结出了EPC总承包商能力评价指标的层次结构，运用层次分析法对指标赋权，再通过模糊综合评价法对EPC总承包商的能力进行量化评价，从而建立EPC总承包商的评价体系，为业主选择合格的总承包商提供了理论支持。最后将EPC总承包商能力评价体系模型应用到一新城开发区主干道建设工程中，验证了该模型的可行性和适用性。

本文研究成果主要有：与DBB、CM等传统承发包模式相比，EPC模式具有易于控制项目成本、缩短项目工期、合同结构简单等优越性，在我国推广EPC模式有重要意义；运用层次分析法从财务与融资能力、工程技术能力、综合管理能力、信誉与经验水平四个方面建立指标层次，通过模糊综合评价实现了EPC总承包商的量化评价；在新城开发区主干道建设案例中，运用EPC总承包商能力评价体系模型实现对五家EPC总承包商的综合能力排序及优选。

Abstract

With the increasing trend of large-scale construction projects, refined technical requirements and complicated management in China, the traditional contract mode is hard to satisfy the development needs of the building industry. China has heavily promoted the EPC general contracting model since coming into the 21st century. In EPC mode, EPC general contractor undertake the due obligations of the design, procurement, construction of the construction project, and controls the quality, cost and construction period of the project as a whole. Therefore, the selection of EPC general contractor is decisive to a project. However, EPC mode has a short development time in China, and the selection of EPC general contractors is often closely related to the bidding price, so it is especially crucial to build a integrated evaluation and selection system for EPC general contractors to promote the widespread application of EPC model in China.

On the basis of the research findings domestic and overseas, this paper takes EPC general contractor's ability evaluation and selection as the core. Firstly, through literature research, it makes a systematic comparative analysis on the connotation of EPC and other contract modes, and makes clear the necessity of promoting EPC mode in China. According to the relevant data, the key index system of EPC general contractor evaluation is summarized. First, AHP is used to construct the weight vector, and then the fuzzy comprehensive evaluation method is used to quantitatively evaluate the capacity of EPC general contractor. Thereby, the evaluation system of EPC general contractor is established, which provides theoretical support for the owner to select qualified general contractors. Finally, the EPC general contractor capacity appraisal model is applied to the main road construction project of a new town development zone, and the feasibility and applicability of the model are verified.

The research results of this paper mainly include: compared with DBB, CM and other traditional contract modes, EPC mode has the advantages of easy to control project cost, shorten project duration and simple contract structure, etc., so it is of great significance to promote EPC mode in China. AHP is used to construct the index level from four aspects: finance and financing ability, engineering technology ability, comprehensive management ability, reputation and experience level. In the main road construction case of new town development zone, the comprehensive capability ranking and optimization of five EPC general contractors are realized by using EPC general contractors capability evaluation system model.

第1章 绪论

1.1 研究背景和意义

近二十年来，我国建筑业总产值在政策保障和经济发展的影响下呈快速上升态势，已经成为我国国民经济的支柱产业之一。建筑业蓬勃发展的同时也面临着严峻的形势，一是国内建筑市场竞争激烈，截止2016年底，全国大中小施工企业多达八万余家^[1]，导致企业中标价格越来越低，利润率和企业效益降幅明显。二是加入WTO以来，建筑企业面临国内外企业双重竞争压力，部分小型企业在残酷的市场竞争中被淘汰，国内建筑企业受到一定冲击。在此背景下，国内建筑业逐步从粗放型发展阶段过渡到理性发展阶段，并引入了EPC模式等先进的工程管理模式以应对动荡的市场形势。

目前我国建筑市场正在发生深远的变革，建设项目规模大型化、技术精细化、管理复杂化的趋势愈加明显，对工程项目管理的要求也更加全面化、系统化。在传统承发包模式下，建设环节联系不紧密、责任划分不明确、业主管理难度大等问题给项目带来了巨大的风险，这也导致传统承发包模式难以满足目前建筑业的发展需求。EPC模式下，总承包商全面负责项目的设计、采购、施工各阶段的工作，极大减轻了业主的管理协调工作，有利于优化项目工期和控制整体投资。2016年，住建部发布了《关于进一步推进工程总承包发展的若干意见》，通过推进制度建设为工程总承包模式的推广提供政策保障。2017年，住建部颁布了《建设项目工程总承包管理规范（GB/T50358-2017）》,提出进一步规范工程总承包模式的实施应从项目参与方责任、项目管理等方面入手。EPC模式做为工程总承包模式的一种，在宏观政策支持和社会各界积极响应下得到了快速发展。
